This tender exercise is for a 24 month Future Oxfordshire Partnership (FOP) project delivering two workstreams, to identify the most efficient pathway to deliver a Net Zero Oxfordshire by 2040, and reduce risks deriving for Oxfordshire businesses and communities from grid constraints: 
•	WS1 LAEP Plans:  LAEP baseline, scenarios, spatially specific action plans and, if feasible, project pipeline and investment portfolio or the data to feed into a portfolio developed by others. 
•	WS2 LEAP function: Develop new LAEP capabilities and corresponding business case, able to navigate the impacts of grid constraints, coordinate the Net Zero project delivery pipeline and, if business case is approved, embed LAE Planning into Oxfordshire authorities in the long-term.

Guide to Making Historic Buildings More Energy Efficient for Test Valley Borough Council

The Council is seeking to produce a bespoke, non-technical guidance note for the owners and occupiers of heritage buildings and properties located in conservation areas to assist them in understanding what measures are appropriate to improve their energy efficiency and to contribute to renewable and low carbon energy generation. It will also be a useful source of information for other parties with an interest in these maters including Council officers and members, Parish/Town councils and professional agents. This new guidance should be in accordance with all national and local policy and guidance, and the provisions of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990 and should be a robust document to support, guide, and assist in the management of the Borough's heritage buildings to balance the requirement to conserve and enhance their significance with responding to the climate emergency. Construction and Procurement Delivery (CPD) is a Centre of Procurement Expertise (CoPE). It is responsible for disseminating advice and guidance on the direction and policies on public procurement to the Northern Ireland public sector and monitoring their implementation.
