Hampshire and Isle of Wight Fire and Rescue Service (HIWFRS) has contracted Operational Research in Health Ltd (ORH) to undertake a Fire Cover Review to support the planning of resourcing across Hampshire and the Isle of Wight. The key objectives of this project are to review response standards and create and setup appropriate models of fire cover. Optimisation modelling will be used to assess configurations using existing and greenfield locations. Appliance contribution and efficiency saving modelling will be completed which will feed into the modelling around bespoke configurations. Specialist appliances RTC risk will also be assessed. The proposed scope is provided below in this document with costs and anticipated timescales associated with each work item. During the project, ORH will provide HIWFRS with regular updates through a combination of in-person and virtual meetings. At key milestones (risk analysis, model setup, initial modelling, etc) ORH will produce presentations of progress to date, which will be shared with HIWFRS. On completion of the project, ORH will provide a summary report of the methodology and key findings supported by an in-depth document that includes results for all modelling options. ORH anticipates that this project will take 16 weeks to complete, from receipt of all necessary data and a purchase order number from HIWFRS.
