Link Treasury Services Ltd, trading as Link Group (Link), is managing the Framework on behalf of South East Coast Ambulance Service NHS Foundation Trust (SECAmb) and Links Clients.
Link invited tenders for organisations to participate in a 48-month Agreement for the supply, conversion, lease and maintenance of Ambulance and Specialist Vehicles and associated equipment. 
SECAmb and all Link clients will use the Framework Agreement. It may also be used by all other contracting authorities in England, Scotland, Wales, and Northern Ireland. It is defined in Regulation 2 of the UK statutory Instrument Public Contract Regulations 10 and detailed in Attachment 1 ("Contract Authorities"). 
The Framework Agreement covered 8 Lots. Bidders could submit a tender for one or more lots.

The Welsh Blood Service (WBS) is an All Wales Service collecting voluntary, non-remunerated blood donations from the public. These donations are processed and tested before distribution to hospitals where they support patient care. The WBS is a division of Velindre University NHS Trust. A Senior Leadership Team supports the Divisional Director of the WBS and the WBS is authorised and licenced by the Medicines and Healthcare products Regulatory Agency, who audit the organisation at defined periods. The main locations for the vehicles are. North West Team Base, Llandygai, Bangor (LL57 4YH) North East Team Base and holding/distribution centre, Pembroke House, Wrexham (LL13 7YT) The Maintenance provision will be split into different categories as detailed below and will be subject to the requirements of each specific vehicle type: • Service • MOT • Vehicle plating • Eight weekly inspection • Tail lift maintenance • Air conditioning • Body and Paintwork Repair • Heating and Cooling Servicing • Storage Requirements • Collection and Delivery • Ad-Hoc Requirements • Emergency Cover and Callouts
