This procurement seeks to appoint a framework of business partners to support the delivery of the Councils employability service.
The services required will be as follows:
-Lot 1: Parental employment support service
- Lot 2: Youth transition/engagement/support service
- Lot 3: Transitional/volunteering service
- Lot 4: Individual Placement Support (IPS)
One supplier will be awarded per lot.

Are you passionate about improving people's lives? Essex County Council is proud to announce an opportunity to help up to 3,260 individuals in to sustained employment. Essex County Council, as the accountable body, is looking for a provider to assist in delivering the Connect to Work programme across Greater Essex. The Government's "Get Britain Working" White Paper sets out the Government's intention to devolve funding for supported employment, including the Connect to Work Programme. The successful bidder must be able to demonstrate a track record in delivering supported employment programmes, specifically through the Individual Placement and Support (IPS) and Supported Employment Quality Framework (SEQF) models. Delivery must align with national best practice and local commissioning priorities, ensuring high fidelity to both models. The maximum value of this contract is £10,698,000 (excluding VAT). The contract value including VAT figure has been calculated assuming a 20% VAT rate but this may depend on the successful bidder and their VAT status and is solely their responsibility. Social Impact Framework

Prior Notice Published: UK-0339 The East of England NHS Collaborative Procurement Hub intends to establish a multi-lot framework agreement to support the commissioning of services that address health inequalities and the wider determinants of health. The framework will offer a compliant, structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and people, with a focus on addressing needs identified by the community. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support with mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services. The framework will be open to all eligible providers across the UK and will operate as an open framework under the Procurement Act 2023. Adverts will also need to transfer candidates to Bridgend County Borough Council’s Jobs Page for a direct application to be made to the authority. Bridgend Council would like all Teaching, School Support and Education Vacancies posted on our jobs page to be automatically uploaded to the procured advertising platform. In addition, we would like user access to a secure portal to be able to post adverts and have full access to each advert (e.g. add / amend / withdraw).
