Description
Powys County Council provides five household recycling centres (HRC) within the County of Powys for residents to recycle waste items that are not usually collected as part of the waste and recycling collection service. Of the five HRC’s, four are owned by the Council (Lower Cwmtyrch, Brecon Llandrindod Wells, Newtown) with the fifth HRC (Welshpool) being owned by an external organisation, Sundorne Products (Welshpool) Limited t/a Potters Waste Management. All five sites are currently managed and operated under contract by Sundorne Products (Welshpool) Limited, t/a Potters Waste Management, and this contract is due to expire on 31st March 2025. Over several years, the Council has explored the option to establish a Council owned site in the Welshpool area but has been unsuccessful in securing a suitable site in the area to operate a HRC from. As part of the Council’s review of the current operating model for the management and operation of the HRC’s, the marketplace has been engaged with via a soft market test which, amongst other points, explored the lotting of the contract with feedback from all respondents being that the four Council owned sites should be offered as one lot with the Welshpool HRC being treated as a separate lot. Therefore, the Council is intending to award a seven-year contract to Sundorne Products (Welshpool) Limited t/a Potters Waste Management, for the management and operation of the Welshpool HRC to reflect the contract term for the contract opportunity for the remaining four HRC’s which is planned to be published following completion of this notice.
