NTCA DPS for the supply and delivery of Business Support Interventions within North East Region

The North of Tyne Combined Authority (NTCA) is seeking to establish a multi-supplier, multi-category Dynamic Purchasing System (DPS) for the delivery of Local Business Support Services within the North East area. The primary focus of the DPS will be delivery of business support activities, including those identified in the UKSPF Investment Plans prepared by each of the five accountable bodies (as listed below) and approved by UK Government on the 5th of December 2022; interventions are expected to be bespoke to regional need and designed to reflect the unique mix of assets, sectors and opportunities in the area. The NTCA and other Purchasers listed cannot guarantee the level and spend to be procured via this DPS. The total value of the DPS is expected to be approximately £30m. This DPS will not be the only route to market used by the NTCA and other Purchases listed for delivery of business support services. They reserve the right to select alternative routes to market as required.  \r
The DPS is being established for use by NTCA and the local councils of County Durham, Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside, and Sunderland. The DPS will also be available for use in the future by the proposed new combined authority operating in the North East area (see further details here: North East devolution deal - GOV.UK (www.gov.uk). The DPS is being procured on behalf of NTCA by North Tyneside Council's procurement team. For the avoidance of doubt however, NTCA are the Contracting Authority for the purposes of this procurement process.

Objectives of the Procurement/ Services required Board Effectiveness Review to be delivered by 31 March 2025 The objective of the procurement is to secure the services of an expert external assessor organisation to lead the evaluation of the Homes England Board's effectiveness and to provide feedback and recommendations about how it can be even more effective. The Review Process will result in a written report and improvement recommendations, that the lead reviewer may be asked to present to the Board. The review or an executive summary of its recommendation, will need to be prepared with a view of possible publication on the Agency's website.
