1.	Overview: 
1.1	 The Climate Change Trading and Regulatory Services (CCTRS) team is a busy department with approximately 100 staff. We are part of National Operations and we regulate and administer various UK Government and International climate change policies.  We are currently seeking support for our permitting and business as usual activities and our auditing work. There will also be times where we may have specific technical questions where we will require expert advice.   

1.2	 We are looking for suppliers that are able to:
•	provide the right people, with the right skills, at the right time and within our budget;
•	evidence an excellent level of experience of working in relevant industries and sectors, including a diverse range of energy intensive sectors; 
•	react to our increasing and decreasing resource needs;
•	work effectively with us through excellent communication, planning and act upon feedback;
•	be innovative, efficient and effective and support us in identifying opportunities to implement Artificial Intelligence;
•	demonstrate that their culture aligns with our own.

1.3	 Suppliers are required to have a detailed working knowledge of the main regimes identified as essential in the lot they are bidding for. 
•	For Lot 1A, a working knowledge of the Emissions Trading System is essential. A working knowledge of the Carbon Offsetting and Reduction Scheme for International Aviation would be desirable.  
•	For Lot 1B - A working knowledge of the Climate Change Agreements is essential. 
•	For Lot 1C - A working knowledge of the F-Gas and Ozone Depleting Substances regulations is essential.   A working knowledge of the Clean Heat Market Mechanism would be desirable.  
•	For Lot 2, a working knowledge of the Energy Savings Opportunity Scheme and the Climate Change Agreements is essential. A working knowledge of the Emissions Trading System would be advantageous.
•	For Lot 3, a detailed technical knowledge of the Industrial Decarbonisation market mechanisms we administer

The total approved maximum value for all six contracts if £9.5m. A value has been allocated to each supplier & lot, but this is a best guess at this stage. This notice is for the award of £9.5m across all lots and all four years of the contract.
