West Berkshire Council are looking to procure the main contractor for the provision of a flood alleviation scheme at Memorial Fields, Brownsfield Road, Thatcham, Berkshire RG18 3AG. 
      
      Bidders must ONLY complete the 'Thatcham Memorial Fields - PAS91 Questionnaire' document for this first stage. Bidders who are successful at pre-qualification stage will be invited to tender for the contract.
      
      Please note the ITT documents have been included but are FOR REFERENCE ONLY and should not be submitted during this first stage tender.
      
      Description of the requirement:
      The works consist of a flood storage basin and swale connected to the adjacent Thames Water trunk sewer.   The purpose of the scheme is to prevent overland surface water flooding as experienced in 2007 by intercepting these flows and releasing these flood volumes back into the existing Thames Water sewer when capacity within the sewer network is available.  To a lesser degree, the flood alleviation scheme will provide flood storage volume when the sewer has insufficient capacity to carry peak flows from extreme storm events.  The flood alleviation scheme when implemented will prevent overland surface water flooding to existing residential properties and commercial areas downstream of the scheme.

Lead Local Flood Authority Drainage and Minor Ground Works Framework

Oxfordshire County Council (OCC) is designated a Lead Local Flood Authority (LLFA) under the Flood and Water Management Act, 2010. As such it has powers and duties relating to "local" sources of flooding, these are flooding from surface water, ordinary watercourses and groundwater. Lots will be evaluated independently of one another, and Tenderers will receive one score for each Lot they apply for. Each Lot represents one contract. The Lead Local Flood Authority team have been allocated £500,000 for projects this financial year. We hope to have similar allocations in future years which is how we have calculated the potential value of the framework, but this is subject to annual funding allocations as part of the Oxfordshire County Council budget. In 2024/25 a large part of the Lead Local Flood Authority funding for projects is being allocated to parish councils and other organisations to undertake projects, as such the number of projects and value of the framework will be limited between the award date (please see tender pack) and the start of the 2025/26 financial year (April 2025), when we expect to have more projects to award through the framework. The Procurement Act 2023 is expected to go live on 28 October 2024.
