Description

The contractual arrangements for DCCs current capital delivery Alliance finish at the end of AMP7. DCC is coming to the market with a new model which will see DCC implement a Capable Owner delivery model where DCC’s Asset Planning teams are supported by four Engineering Consultancy Services (ECS) partners who will support DCC on feasibility and optioneering to select optimal solutions that our Design & Build (D&B) and Major Framework partners will deliver. Leveraging our evolving Asset Planning capability in this Capable Owner model, with the support from our ECS partners will form the basis of the front end of our capital delivery strategy for AMP8.

Palladium Permeators and Palladium Membrane Reactors

UKAEA wishes to procure the Design, analysis, manufacture, assembly, Factory Acceptance Testing, delivery, Site Acceptance Testing, plus support during the installation, Integrated Testing, and commissioning of 3-off palladium-silver permeators, 2-off palladium-silver membrane reactors, three-off recuperative heat exchangers, and four cooling coils for the Hydrogen Purification System to be supplied into the Hydrogen 3 Advanced Technology facility at UKAEA's Culham Science Centre. The requirement also includes the sourcing of one steam generator and one dosing pump for providing water vapour into the PMR, including detailed design of the associated lines and process equipment. Designs are to be manufactured by the Contractor and must support and contain the process equipment whilst providing external process and Electrical, Control and Instrumentation (EC&I) connections. The manufacturing, testing and delivery includes assembling all the process equipment fabricated/procured by the Contractor into completed permeators and PMRs for future installation by others into Gloveboxes. The Contractor/Supplier must undertake Factory Acceptance Testing to demonstrate the functionality of the permeator and PMR assemblies. Dedicated design reviews, and a full review of all design documentation shall be conducted by the Office of Chief Engineers (OCE) prior to any production to ensure the permeator and PMR assemblies meet the UKAEA requirements listed within the Tender pack. The Contractor/Supplier shall deliver the permeators and PMRs to Culham and complete Site Acceptance Testing, after which a third party will conduct the Installation, Integrated Testing, and commissioning with support from the Contractor/Supplier. Sufficient information shall be provided for inclusion within the technical file (LTQR) to support the overall conformity marking of the system. The estimated duration of design, manufacturing, testing, and delivery is 22 months.
