Description

The Provision of Army Digital Governance & Exploitation Support for a scalable Digital Change and Exploitation team of a core team of 4-5 roles, provided as a service, would be able to continue extant initiatives and provide accountable outputs. 
There is insufficient knowledge, skills, expertise (KSE) and capacity within the Business as Usual IX Digital Governance Team to deliver these activities.  Therefore, to enable this significant and ongoing Digital Transformation, IX-Digital requires contracted support to deliver against desired following outcomes:

Drive Change.  Continue to modernise through supporting data and user migration in base services overseas and from DII(S) to MODNET (Secret); support sites and Army organisations through the Windows 10 upgrades and the management of the technical refresh/user behaviour changes and upskilling needs.  Aid the adoption and improvement of Defence Gateway capabilities to allow more robust Whole Force and cross-boundary collaboration, including changes and improvements resulting from Defence Connect Army Expansion, IdAM and DGW365. 

 

Unlock Opportunities.  Unlock constrained capabilities through controls and risk mitigation.  Undertake discovery initiatives and develop and deliver guidance materials, advice, engagement and upskilling to key cohorts to unlock potential and to aid organisations in their own adoption and digital transformation journeys. 

 

Realise Benefits.  Drive momentum and counter inertia, harnessing and exploiting broader complimentary initiatives to enable increased efficiency, effectiveness and Knowledge and Information access across the whole force and deliver greater flexibility and agility to organisations.

HMRC Competition to Tackle Deliberate Evasion and Help Close the Tax Gap

Closing the tax gap is a key strategic priority for HMRC. In the 2023 to 2024 tax year, the tax gap is estimated to be 5.3% of total theoretical tax liabilities, or £46.8 billion in absolute terms. This is driven by a range of customer behaviours from simple error to deliberate evasion. Identifying deliberate evasion is inherently difficult across a very large population of customers. By its nature the intent of deliberate evasion is to hide and deceive. This can lead to sub-optimal targeting of investigations by HMRC which impacts HMRC's ability to close the tax gap and increases the burden on compliant customers. Being able to identify deliberate evasion accurately at population level will improve HMRC's approach to managing the tax gap and reduce the impact on compliant customers. This competitive procurement will invite novel and innovative solutions to closing the tax gap within a customer group on the theme of tackling deliberate evasion. Potential solutions may include (but are not limited to) analytical techniques and data that can help identify indicators of potential evasion in HMRC's risking processes. However, this is an open competition, and HMRC would like to explore a range of innovative solutions that can contribute to the primary objective of closing the tax gap.
