Description

Penzance Council offers a package of financial support for delivery of the annual Golowan Festival. Applications are sought for Golowan 2025, 26 & 27. Community Ownership is vital, applications should come from CICs or similar Community Organisation.

We are not prescribing a set value for this tender. Bidders should present their own valuation based on their understanding of the project scope, requirements, and the value they can bring , in the Budget Plan.

Objectives

To uphold the vibrant heritage & tradition of this historic event, a cornerstone of our town's identity, heritage & community spirit.

To maintain the confidence of the public & the Council in upholding robust compliance with relevant governance including Event Management, Health & Safety Legislation, Traffic Management & Safety Planning, Cornwall Local Safety Advisory Group Guidance, Temporary Event Licensing & any relevant legislation, regulations & good practice.
 
Enhance the financial sustainability of the event annually, striving towards financial autonomy from the Council, thus ensuring long-term viability and growth.

Ensure consistent & efficient delivery of core festival elements while concurrently expanding the festival's scope. Enhance accessibility, inclusivity, and community engagement, fostering an enriching and participatory experience for all attendees.

History
The Golowan Festival has deep roots in the cultural tapestry of our Town. Dating back centuries, it celebrates summer solstice with vibrant processions, music, dance, and community gatherings. Revived in the late 20th century, Golowan has evolved into a dynamic annual event, embodying the town's spirit, fostering a sense of belonging & pride. Golowan is a cherished tradition, showcasing the creativity, resilience and unity of Penzance's diverse community.

•	Demonstrate a robust approach to planning & delivering a large event safely 
•	Deliver an inclusive community event honouring the unique identity of Penzance
•	Week long festival with a diverse array of events.
•	Free community events throughout the Mazey weekend
•	Collaborate with local venue owners, commercial & community-based, to curate a wide range of events , across varying genres
•	Encourage collaborative & partnership efforts, especially where this contributes to financial viability
•	Publicise & promote to achieve engagement and inclusivity across all age groups

Construction Plan 1. Scope of Works. Health, Safety & Environmental Management • Works to be carried out in accordance with [local construction safety legislation]. • Dust suppression and noise control measures. • Daily toolbox talks and risk assessments. • Waste management and recycling plan. • Public safety maintained through secure site fencing and restricted access. • Working hours 0800 to 1700. • All operatives working on site should have relevant CSCS cards.
