Flagship Group would like to appoint suppliers to deliver its entire asbestos removal strategy, this will include works to seal, repair, or remove asbestos containing material identified in asbestos surveys.   
​The current housing stock consists of almost 33,000 properties that are owned and managed by Flagship Group, with approximately 21,000 that were constructed pre-2000.  These are spread over a wide geographical area in East Anglia (see Appendix D), and approximately 62,000 repairs are carried out each year by Flagship Group’s directly employed operatives and contractors, Flagship Services. 
​To comply with The Control of Asbestos Regulations 2012, and specifically Regulation 4, Flagship Group has a duty to manage the asbestos contained in its non-domestic properties.  Further to this, under the Defective Premises Act 1972, as a Landlord, Flagship Group has the duty to ensure that tenants and other people are safe from personal injury or diseases related to a defect in the state of both domestic and non-domestic premises.  The Management of Health & Safety at Work Act 1999 requires an employer to make suitable and sufficient assessment of the risks to health and safety of employees to which they are exposed while they are at work. 
​Based on the Flagship Group’s Management Plan and material and priority assessments Flagship Group will decide whether to seal, repair, or remove asbestos containing material identified in asbestos surveys.

Invitation to Tender for Building Statutory Compliance Works, Planned and Reactive Maintenance, and Minor Works Framework

This is a joint procurement exercise undertaken by South Ribble Borough Council, Chorley Borough Council, South Ribble Leisure Company and Chorley Leisure Company (Contract Authorities/CA). The Contracting Authorities have a continuing requirement for the provision of reactive and planned improvement works across the Authorities portfolio. The aim of this framework is to ensure statutory compliance and efficient maintenance of assets, including reactive repair and maintenance, and planned minor/improvement works that attain a high level of customer satisfaction. The framework will be broken up into 13 lots. Three bidders will be awarded per lot. A Bidding Organisation can only be awarded on a maximum of two lots. The number one ranked supplier in the lot will be awarded the servicing/call out element of the contract, the other two suppliers will be eligible to compete for higher-value projects throughout the lifecycle of the framework. The Contracting Authority reserves the right to use the second and/or third ranked contractor within the lot for service/call out element if they deem it necessary due to poor performance or capacity issues from the number one ranked contractor. The maximum number of successful bidders in each Lot may increase where two (2) or more bidders have tied scores. In instances of extreme urgency (i.e. Health and Safety issues) The Contracting Authority reserves the right to Direct Award higher value projects to the number one ranked supplier if deemed necessary. This is detailed further in document 4 (Specification).
