Description

Nottinghamshire County Council (the Council) commissioned a service to provide accommodation and support to Unaccompanied Asylum-Seeking Children (UASC) which commenced in August 2022.  However, the current demand for supported accommodation outweighs existing capacity and therefore the Council is looking to commission additional supported accommodation for USAC.
The Council went out to tender to establish a framework of suitable providers who are able to provide additional supported accommodation for Unaccompanied Asylum Seeking Young People (UASYP).
The UASYP service will offer safe accommodation and support to those requiring a planned transition into supported accommodation and to those requiring emergency accommodation.
There are two lots to this framework:
•	Lot 1 which will operate on a ‘Core’ and ‘Cluster’ model – Awarded to a Single Provider
•	Lot 2: Emergency supported accommodation provision – The aim is to award up to five approved providers to take on emergency referrals in the first instance.
An open multi-provider framework agreement will be put in place which means that during the framework Term the Council may re-open the Unaccompanied Asylum-Seeking Young People’s Supported Accommodation Service tender exercise to run further competitive processes to allow new providers to be appointed to the framework.
This is a new competitive procurement process using an open procedure conducted in accordance with the light touch regime of the Public Procurement 2015 Regulations and advertised in the Find a Tender Service Find high value contracts in the public sector - GOV.UK (www.gov.uk)

Multi Provider Framework Agreement for Care, Support and Enablement (CSE) within Supported Living and Community Networks

Nottinghamshire County Council wish to appoint Providers under a ‘Framework Agreement’ to deliver Care, Support and Enablement (CSE) services across Nottinghamshire County. From time to time the Framework Agreement may also be used to commission CSE services outside of Nottinghamshire County boundaries. The Framework Agreement will have an initial term of four years and options to extend for up to a further 24 months. All Providers under this Framework Agreement must have: • a minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. • a commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. In addition to the above, Providers bidding for services under lots 1, 2 and 3 of this Framework Agreement must have: • a current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. Registration with CQC is not a requirement for Providers solely bidding for lot 4. Providers should note that a further opportunity / opportunities to bid for any, or all lots of this Framework Agreement may be advertised in the future. No date/s have been set for any such process. Any bidder who is unsuccessful in this tender may bid again in any future tender for admission to the Framework Agreement.
