Description

Strategic Investment Board's (SIB) Regeneration Unit wish to establish a framework agreement and appoint a maximum of 3 Suppliers, in ranked order, to the framework for Planning Consultancy advice. It is envisaged that the framework agreement will be for a period of 3 years. The main activities will be in supplementing the work of the Regeneration Unit in achieving its annual action plan as approved by the NICS Board. The Suppliers will provide a range of consultancy advisory services throughout Northern Ireland whenever instructed by the Regeneration Unit and are expected to cover the following disciplines; 1. Planning Appraisal Reports 2. Handling of complex community and stakeholder consultation exercises 3. Handling of Pre Application Discussions (PAD) process 4. Advice on site access, transportation and infrastructure limitations 5. Advice on the preparation of planning applications 6. Concept scheme designs 7. Preparation and submission of planning applications 8. Strategic planning advice

Didcot Garden Town green infrastructure design including surveys to inform design, preparation of planning applications and drafting specifications for implementation

The aim is to obtain a proposal for the detailed design and specification of four blue-green infrastructure enhancement projects in areas of Didcot identified and analysed in the Green Infrastructure strategy (see Figure 1) through RIBA Stage 2-4. The proposal will include: • Principal Designer requirements under The Construction (Design and Management) Regulations 2015 • commissioning and carrying out of all surveys required to inform design and planning applications • engagement with relevant landowners (including the council) in liaison with the Didcot Garden Town team • preparation of drawings and documents, subject to council approval, required to secure planning permission with a focus on electronic versions rather than paper • preparation of specifications, including drawings and documents, to enable the council to procure contractors to implement the works on the ground. Project management of works on the ground, using the specifications prepared under this contract, is a future deliverable and will be procured separately by the council in due course. We are seeking a multi-disciplined team of consultants that cover a range of skill sets to enable the successful delivery of this commission, which may include the following: • Landscape architect / lead consultant (Principal Designer under CDM regs) • Quantity Surveyor • Planner • Ecologist • Hydrologist / drainage engineer

prj_5919 - Thames to Southern Transfer Strategic Resource Option

Southern Water needs to obtain approval to construct a ~85km pipeline plus associated treatment works and other infrastructure, to transfer drinking water from the Thames Water area to Southern Water's network in Hampshire. We are seeking an external partner with multidisciplinary expertise developing and delivering designs for large complex infrastructure schemes including successfully navigating the Development Consent Order (DCO) process, planned for 2030. We anticipate our Technical Partner will be contracted via a single supplier framework, which will provide support to SWS throughout the design phase and examination process. The successful bidder will be required to co-ordinate all works instructed under this proposed framework. The successful bidder will complete the DCO application, including all surveys, environmental studies, "tender ready" outline design and then manage the DCO process to determination. The successful bidder will be Principal Designer for the scheme and Principal Contractor for works which fall under the Construction Design and Management Regulations 2015 ("CDM") during the design phase.
