This procurement is being concluded as a direct award under the Framework PS21174 - Energy and Climate Change Behavioural Science Framework.

Brief Description of Requirement

Domestic heating accounts for around 14 per cent of the UK's carbon emissions. 

The UK has committed to achieving net zero emissions by 2050 and in order to be on track to meet this challenge, all homes need to reach EPC C or above by 2035 where practical, cost-effective and affordable. To deliver the change needed, a new Energy Efficiency Voucher (EEV) scheme is under development to support households to make upgrades to their homes. 

The proposed scheme would be available to all homeowners (including owner-occupiers and private landlords) in England. The scheme would lower energy bills and lay the foundations for carbon reduction by helping households fund improvements to energy efficiency and ancillary measures that support Heat Pump (HP) deployment.

Scope of activity We expect activities delivered through this project will: • Increase the number of startups (pre-seed / series A) based outside of London, or support the growth of existing regionally-based startups (or a combination of these objectives). While we will not rule out programme activity focused on specific sub-sectors due to specific regional strengths – we expect the majority of programme activity to result in benefits (and insights / learnings) that can be transferred or applied more widely across the tech sector as a whole. • Deliver benefits across the UK, and at a minimum more than three NUTS1 regions. • Not duplicate existing activity in regional digital ecosystems. This funding cannot be allocated to existing programmes that the bidders already run, ensuring that the project is adding something new and valuable to the ecosystem, rather than sustaining current operations. We expect providers to demonstrate understanding of existing activity occurring in ecosystems and how this new activity is complementary or additive to existing efforts. Conditions of Participation This competition is open to UK registered entities. Bidders may take the form of sole legal entities or may wish to combine to form consortia or other partnerships. Specific eligibility criteria include: • Bidders must be UK registered entities and have a significant UK presence and deep knowledge of the UK tech sector . • The Bidder must submit only one bid. • Individual organisations are not permitted to bid as part of more than one consortium - • The following organisations are not eligible to bid: o Government departments (the includes the UK government and the devolved governments of Scotland, Wales and Northern Ireland) o Local Authorities (LAs) o Non-departmental public bodies (NDPBs) o Arm's-length bodies (ALBs) If bidders decide to put forward a joint bid, a lead partner organisation must submit the bid on behalf of all parties and shall be responsible for all communication with the Department during the competition processes. The Lead bidder will be the primary contractor and who will be responsible for managing the consortium’s activities. The Bidder must submit a structure diagram identifying the roles and relationships between the organisation including all relevant companies, their respective parent or ultimate holding companies. The structure should make clear who will be responsible for delivery of which activities are borne by an entity or entities which satisfy the financial and economic requirements set out in the ITT.

GMCA is seeking to award a contract for the provision of Delivering Call to Evidence: Victim of Crime Sector Engagement Facilitator - To Support the Greater Manchester Victims' Strategic Needs Assessment. The successful organisation or individual will be required to engage with the sector and develop our understanding of current demand and service quality, identify gaps in provision, highlight where there is best practice and carry out a comprehensive review of the services we currently commission. This is to inform future funding of services which support victims of crime. We are also seeking support in understanding the victim / witness experience by carrying out a range of engagement / listening exercises with the sector and victims and witnesses with lived experience themselves. This research is crucial in order to ensure funding is used in the best way possible, delivering value for money. It is important that the work considers our ambitions for victims in Greater Manchester outlined in the Gender-Based Violence Strategy, Standing Together Plan and the Greater Manchester Strategy. It is particularly important to us that services reflect the diversity of our communities in Greater Manchester. Further information on the nature and scope of the contract requirements can be found in the Service Specification set out as Section 3 of the Request for Quotation document. The contract period is 4 months and it is anticipated that the contract will commence in early June 2025.
