The Authority is setting up a Framework of Needs Assessors, it is therefore seeking Bids from those able to provide the specified Needs Assessors services to the Authority on a call-off basis subject to demand by the client. Individual call-offs will be agreed with Needs Assessors and confirmed in writing and by the issue of an Authority Official Purchase Order.

Asylum Support Services in Buckinghamshire

Buckinghamshire Council is seeking an experienced supplier(s) to deliver its Asylum support service. The service is divided into 2 geographical areas referred to as Lots, namely Lot 1 (North Buckinghamshire) and Lot 2 (South Buckinghamshire). Suppliers may bid for one or both Lots. Using Asylum Dispersal grant funding from the Home Office, this new service aims to reduce the impact on council services through the provision of support to asylum seekers and refugees covering: • Information and advice • Language support • Volunteering opportunities • Wellbeing activities • Signposting and supporting with access to key services • Establishing drop-in centres in key locations to provide advice and practical support The services start date is anticipated to be 1st March 2026. The contract term will be for two years. The 2 year initial term ends 29 February 2028. The Council may at its discretion extend the contract for two further extensions of 12 months each, subject to funding. Lot 1 - There is a budget cap of £30,000 for each year of the contract period including the extension periods. (£120,000 budget for the full contract term including extensions). Lot 2 - There is a budget cap of £45,000 for each year of the contract period including the extension periods. (£180,000 budget for the full contract term including extensions). DHSC: OHID: Individual Placement and Support (IPS) technical and implementation support, fidelity reviews, and training.

A preliminary market engagement was held in October 2025 to share the draft specifications, proposed procurement approach, draft contract, and timetable, and to invite feedback from potential bidders. The Department of Health and Social Care is seeking to commission an external partner to deliver the Provision of Lot 1 Individual Placement and Support (IPS) technical and implementation support, fidelity reviews, and Lot 2 Individual Placement and Support (IPS) Accredited training . For the next 3 financial years 2026/27, 2027/28 and 2028/29. The intention is to commission, in two lots but as part of one exercise: Lot 1: A package of implementation and technical support for IPS teams that are newly mobilising or recently established, and approximately 135 IPS fidelity reviews or guided self-assessments (45 per year) Lot 2: Approximately 60 training places for accredited qualifications (at least 16 per year). This is in line with the commitment set out in the 2021 UK Drug Strategy and will bring IPS in community drug and alcohol treatment in line with IPS in secondary mental health services. Expanding access to IPS for drug and alcohol dependence is also a commitment of the 10 year plan for the NHS. Key objectives: Objectives are: • Supporting recently mobilised sites to work up to high effectiveness. • Supporting all sites to exceed OHID performance benchmarks and for at least 15 of sites to meet the standards of the IPS Grow Quality Mark. • All sites that have been identified for IPS fidelity reviews to attain ‘good fidelity’ (100 points or over) by the end of the contract.
