Devon County Council (DCC) is reletting its Business Support Framework to deliver business support in the Devon area and other economic geographies, potentially including: the Heart of the South West (HotSW); the Great South West; and a new Combined Authority under devolution.
The framework is commissioned and managed by DCC, acting as the lead and responsible body, but will also be available (following approval from DCC) to Somerset Council, Members of the Devon and Cornwall Procurement Partnership (D&CPP), the Heart of the South West Local Enterprise Partnership (HotSW LEP), and the new Combined Authority under devolution. For funding that requires a quick turnaround, the Business Support Framework will facilitate the quick mobilisation of business support programmes with suppliers who have already been pre-approved.
The Business Support Framework is split into six Lots. Suppliers may bid for more than one Lot.
Lot 1: Business support and growth – delivering holistic business support for all types of businesses and social enterprises at all stages of the business life cycle, including a comprehensive range of diagnostic support, subject-specific support, and essential growth and planning support.
Lot 2: Academic investigation and evaluation support – undertaking bespoke analysis and research of sectors, business support need and programmes. Outputs from suppliers will include a mixture of written reports, research data, and appropriate visuals, as well as potential presentations to officers, members, associated boards, and other parties involved in any of the project work.
Lot 3: Specialist business support – providing specialist services and business support across all sectors, including farming and agriculture, on a variety of topics unique to specific sectors or business development. Themes include diversity in business, green business support, business and family succession planning, routes to market and procurement, and technological and digital business support.
Lot 4: Productivity and skills – providing support for developing a more productive and skilled workforce, including supporting employers and organisations to plan and invest well, develop leadership and management, support recruitment and retention, and identify training needs in addition to accessing appropriate qualifications and/or training.
Lot 5: Farming and agricultural business support – providing support to farming and agricultural businesses at all stages of the business life cycle. Suppliers should be equipped to understand the opportunities for funding and farming practice and have a comprehensive knowledge of the sector in its broadest sense (which includes forestry, horticulture, aquaculture, regenerative land management, agri-tech and innovation).
Lot 6: Marketing and communication support – providing specialist marketing and promotion support for business support programmes. Outputs from suppliers may include the creation and delivery of a multi-media marketing and communications campaign, supplying a comprehensive suite of multi-media assets, a communication and branding plan to drive traffic to sign-up pages, brand development, in addition to analysis and campaign reporting on targeting specific audience(s), trend analysis, market research, and campaign evaluation.

Advantage Schools - ICT Managed Service

Advantage Schools encompasses circa 6.540 pupils cross 10 sites. The Trust is a mix of Primary and Secondary settings and is the result of a merger in September 2024 of The Shared Learning Trust and Advantage Schools. The vision of the Trust is to provide all children with the highest quality of teaching of an excellent academic curriculum, which enables them to become highly educated and to be full and active participants of society. The merger of The Shared Learning Trust with Advantage Schools came about because the ten schools agree that: • Every child should benefit from a broad, ambitious, knowledge-rich curriculum, taught by highly skilled teachers. • Every school must have a well-designed and well-sequenced curriculum, which ensures children build knowledge in a broad range of subjects before going on to specialise after the age of 16. • Every child must be taught this broad and ambitious curriculum in a school with high expectations and strong standards of behaviour. • All children can and will benefit disproportionately from being taught in this family of schools. The Trust is taking the opportunity to go to the market to identify the best innovative and forward-looking partner to support them in the delivery and development of their ICT provision over the next five years. The new service will be fully out-sourced and begin on the 27th July 2026 This procurement includes (but may not be limited to) the items listed below. • A core managed service, management of all ICT against an agreed SLA • 24 x 7 x 365 remote monitoring and management • A Service Desk, available 50 weeks a year including out of hours access • Local staffing which suppliers deem necessary to deliver the service and meet the SLA requirements - 50 weeks onsite in schools and the Head Office • Strategic advice and direction to the Trust regarding ICT • Responsibility for design, specification, installation, and management of all ICT infrastructure • Supply of goods and services based on an agreed Best Value approach • Management of 3rd parties where relevant to the ICT support • Relevant monitoring, management, patching • Regular performance reporting • CPD and training - digital skills and curriculum as necessary • There is an expectation that the provider will support and/or drive innovation • Maintain technical documentation • Maintain operational documentation, for example inventory management and risk registers • Collective partnership targets aligned to the Trust objectives • Suppliers may be required to deliver a range of technology and change management projects in addition to the providing the core managed service. Suppliers should note the following: • The Trust will provide a standard contract as part of the ITT Pack • There will be a requirement for TUPE from existing supplier and the Trust.

Evaluation of the Skills Bootcamps Programme

Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. We collaborate with the three local councils, industry leaders, and community partners to shape economic and transport strategies, deliver skills and employment training and business support, and ensure that the voice of business is heard in local decision-making. Through its Marketing Cheshire division, ECW also champions the region as an outstanding place to live, work, invest, study, and visit. ECW seeks to appoint an experienced and independent evaluation provider to deliver a focused and practical assessment of the Skills Bootcamps Programme. The purpose of this evaluation is to provide a clear understanding of the quality, effectiveness, and overall impact of the programme across the region, capturing the perspectives of learners, employers, training providers, and other key stakeholders. The findings will support ECW in strengthening future delivery models and ensuring that the Skills Bootcamps continue to meet the needs of both learners and employers. The evaluation will assess the effectiveness of programme delivery and the extent to which it has achieved its intended outcomes. It will examine the experiences of training providers, learners and employers as well as local partners. The evaluation will review initial engagement and onboarding through to the completion of delivery, assessing how effectively ECW's support mechanisms have functioned. The evaluator will consider the level of alignment between the design of bootcamps and employer needs, the quality and consistency of delivery, and the barriers that providers may have faced in achieving successful outcomes. The review should also capture evidence of good practice and lessons learned that can inform future programme design.
