Description

The Council is conducting the procurement exercise under the Light Touch Regime (LTR) Design Procedure set out in chapter 3 section 7 of the Public Contracts Regulations 2015 (PCR 2015) and the Public Procurement (Amendments, Repeals and Revocations) Regulations 2016.There is a requirement for the provision for multiple disadvantaged vulnerable adults. This often leads to health problems and social exclusion being exacerbated and the potential to rely on crisis or statutory services and high-cost care later in life.  Citizens in scope will be experiencing or have experienced two or more of the following: •	substance misuse;•	poor mental health;•	a history of repeat homelessness; •	a history of offending;•	those who experience serial exclusion from services or are at risk of exclusion from mainstream services.

The Carers Support Service will be delivered as a tiered model of support. The tiered approach encompasses levels of support and specialism.
