Description
The BBC has a requirement for the provision of TV Licensing Postal Services. Under the terms of the BBC Royal Charter. The BBC is responsible for the collection and administration of the licence fee revenue throughout the UK, the Channel Islands and the Isle of Man. The majority of TV Licensing letters are sent to unlicensed addresses to ensure all households and other premises are correctly licensed but TV Licensing also issues letters to direct debit customers in line with its statutory obligations under the BACS Regulations. The contract covers the delivery of all TV Licensing mailings as follows: - the collection of mailings from the BBC's outsourced print production sites; and - the sorting and delivery of these items to Royal Mail in the most efficient and cost effective way possible to minimise Royal Mail charges for the BBC. These mailings are essential for the BBC in managing the collection and administration of licence fee revenue. The majority of the mailings are; 1) Mailings to unlicensed addresses for which no email address is available; 2) Statutory obligations under the BACS Regulations to send mailings to direct debit customers regarding increases in the licence fee; and 3) Mailings to customers who have not consented to email communications.
