Description

The purpose of the DSU is to support balanced and evidence-based decision-making by FCDO and the suppliers of the LF in the context of complexity and uncertainty and a changing operational context. It will support the flexible and adaptive implementation of the LF in focus countries by providing FCDO and suppliers with independent advice and a challenge function, drawing on process evaluations, local insights and ongoing research by others.
The DSU will run for the duration of the LF programme, initially for 7 years broadly covering the same countries in which the LF is operational.
Specific objectives of the DSU are:
1. to support evidence-based, outcome-oriented and VfM-driven decision-making by FCDO and the LF Lead Supplier throughout the inception phase and implementation;
2. to support and enhance effective programme learning and programmatic action in
response to that learning;
3. to support and undertake targeted global dissemination based on a joint communications strategy.
The supplier contract will be up to 7 years, subject to break clauses and resource availability.
The total initial budget and contract value for the services to be delivered under this contract is up to £4.5m.  
i. A further £1.5m may become available during the initial contract period, subject to further approvals;
ii. An additional £2m scale up and/or 3 years extension option will also be available - subject to a business case addendum should the programme have a strong impact and potential to yield better results.

Climate Finance Accelerator (CFA) 2 - Evaluation Partner

The Climate Finance Accelerator (CFA) is part of the UK Government's efforts to support climate action at scale. The program seeks to improve the quality of emerging green businesses and initiatives in Emerging Markets and Developing Economies and matches them to relevant investors. It also fosters action to address relevant policy and regulatory barriers. Since 2020, the CFA has supported 233 projects across 10 countries, with the first 50 securing deals worth over $400m. The Department for Energy Security and Net Zero (DESNZ) is currently procuring a Global Supplier to deliver the next five-year phase of the CFA (CFA 2), which is expected to support at least a further 800 projects in 16 countries. This procurement exercise aims to source a supplier to act as an Evaluation Partner for CFA 2. Evaluation activities are essential given the continued evolution, enlarged scope, and expanded duration of CFA, which increases the opportunities to build and share the evidence base for capacity building programs. Climate accelerator programs are increasing in number, though CFA continues to be differentiated in its ability to link entrepreneurs with public and private stakeholders across multiple sectors, geographies, and project types, and its focus on more mature projects that are seeking commercial investment rather than earlier-stage projects seeking pre-seed support. Opportunities to test the CFA relevance and additionality in a dynamic climate finance landscape will be key to its continued relevance, impact, and value. This requirement is being sourced via the Open procedure under PCR (2015). The contract is estimated to commence in June 2025 and end in December 2029. The contract value will be up to £1,000,000 excluding UK VAT but including all other taxes. There is an option to extend, by an additional 36 months and £3,050,000 excluding UK VAT but including all other taxes. Westminster Advice Service Partnership

The Westminster Advice Service Partnership provides advisory services to support residents with; claiming benefits, debt problems, housing applications and challenges, energy support and planning applications. It includes telephone and online support, face to face appointments, drop-in sessions, and a referral network to cross refer between agencies. Areas of advisory focus include; welfare benefits, debt (including advice on switching energy suppliers and issuing of Debt Relief Orders), employment advice (not employability advice), housing (any issues related), managing and borrowing money, information and advice on income maximisation through finance advice, immigration to OISC level 1 and 2, energy advice and other advice specific to priority care groups. The service will consist of the following components and will be delivered across three levels. All levels will be expected to be accessible to all service users: Information (Level One) - An information service gives clients the information they need, for them to know and do more about their situation. It can include signposting, providing factual information about the role of another organisation, and/or how to find or contact that organisation. Responsibility for taking any further action rests with the client. Advice (Level Two) - An advice service involves: a diagnosis of the client's enquiry and the issues involved, giving information and explaining options, identifying further action the client can take, and some assistance: e.g. contacting third parties to seek information; filling in forms. This would usually be completed with one interview although there may be some follow-up work. The client would take responsibility for any further action. Advice with Casework (Level Three) - Some advice with casework service includes all the elements of an advice service previously listed and also involves taking action on behalf of the client to move the case on. It could include negotiating on behalf of the client with third parties on the telephone, by letter or face-to-face. It will usually involve follow-up work and the adviser would take responsibility for this. We're currently anticipating a contract term of five and a half years and two two-year allowable extensions (5.5 + 2 + 2).
