Description

This VTN sets out the Cabinet Office's intention to increase the maximum value of its contract dated 2 October 2020 with KPMG LLP for the delivery of learning and development services to £237,000,000 (ex. VAT). The original value of the contract was £158,000,000 (ex. VAT). The Cabinet Office intends to observe a voluntary standstill and will not conclude this contract amendment before Tuesday 7th May 2024. No other changes will be made to the contract. The Cabinet Office also intends to amend a separate, but related, contract for the delivery of learning and development services with Ernst & Young LLP as set out in a separate VTN issued on the same date.
The Cabinet Office considers that the amendment set out in this VTN is permitted pursuant to Regulation 72(1)(b) of the Public Contracts Regulations 2015 (PCR), which permits the modification of contracts without a new procurement procedure in the following circumstances:
for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor-
(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, and
(ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority,
provided that any increase in price does not exceed 50% of the value of the original contract.
The Cabinet Office is preparing to conduct a new procurement exercise for replacement learning and development services beyond October 2025. Following the publication of the prior information notice with reference 2022/S 000-032585 by Crown Commercial Service on 17 November 2022, various market engagement events took place between March 2023 and November 2023. A new procurement exercise for replacement learning and development services is expected to formally commence during Summer 2024, and the Cabinet Office intends to issue a new prior information notice in respect of that procurement in the near future.
As set out above, this is a permitted modification in accordance with Regulation 72(1)(b) of the PCR but, in the event that this modification is deemed not to be a modification under the PCR, then this notice should be treated as providing the requisite notice of the Cabinet Office's intention to make a contract award.

ID 5449059 - Invest NI - Graduate to Export Development programme

Invest NI’s Graduate to Export Development Programme (G2E Programme) launched in February 2019, and targets SMEs in Northern Ireland to help expand their business internationally with the assistance of a supported graduate.  As part of the programme, participating companies will develop their international business capabilities, gained from having a dedicated market research resource and on completion of the graduate intervention, they will have an export development / market entry plan for their chosen market.  The Programme, in turn, will provide graduates with a valuable opportunity to gain practical experience and business skills in international business development in addition to obtain academic qualifications.   Invest NI is seeking to engage a Contractor for the development, delivery, and management of future G2E cohorts with an anticipated launch date of March/April 2025.  The Contractor shall design and deliver a Post Graduate Diploma for participating graduates which will have a commercial focus and a meaningful accreditation focusing on global best practice in international business development.    The Contractor shall also work with the participating companies to assist them develop / refine their market research projects and oversee their execution by the programme graduates.  The completion of these projects by the graduates should be a prerequisite of academic accreditation.  The G2E Programme will comprise of up to 3 cohorts of 201 graduates per cohort all of whom are employed by Invest NI client companies (primarily SME’s).  It is anticipated that the contract will be for an initial period of 5 years with each cohort lasting 18 months. Invest NI reserve the option to extend the contract for a further period of 12 months. Each cohort is subject to budgetary approval and to satisfactory Contractor performance.
