For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made by 2 May 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Award Decision Makers: Primary Care Sub Group
Conflicts of Interest: Nil identified by the Decision Makers and evidenced within the minutes of the meeting.
Key criteria was assessed and included Quality, Innovation, Value, Integration, Collaboration, Improving access, reducing health inequalities and facilitating choice, Social value. The providers are considered as having continued ability to meet the basic award criteria: Suitability to pursue a particular activity, Economic and financial standing and Technical and professional ability.
In addition to meeting the criteria listed above, to ensure maximum clinical safety, many of the services require access to patient records or for patients to be registered with the GP Practice. The providers are long established, services link to core work of GP Practices and also reduce the need for patients to attend hospital settings for monitoring appointments or offer shared care between services. Continuing this provision during the review period is key to ensure there is no disruption to patients. Additional benefits ensure GP Practices and Pharmacies providing services are stabilised in a time where there are continued pressures on the healthcare system. Proportionality was also a consideration for the service award, which is for 12 months (1 April 2024 to 31 March 2025) whilst the Enhanced Service Review takes place which encompasses Derby, Derbyshire & Glossop areas since the transition. During the review, requisite activity data will be reviewed to determine continued service need, consideration of service models and pathways, which will lead to consideration of long term arrangements for future service delivery.

DHSC: OHID: Individual Placement and Support (IPS) technical and implementation support, fidelity reviews, and training.

A preliminary market engagement was held in October 2025 to share the draft specifications, proposed procurement approach, draft contract, and timetable, and to invite feedback from potential bidders. The Department of Health and Social Care is seeking to commission an external partner to deliver the Provision of Lot 1 Individual Placement and Support (IPS) technical and implementation support, fidelity reviews, and Lot 2 Individual Placement and Support (IPS) Accredited training . For the next 3 financial years 2026/27, 2027/28 and 2028/29. The intention is to commission, in two lots but as part of one exercise: Lot 1: A package of implementation and technical support for IPS teams that are newly mobilising or recently established, and approximately 135 IPS fidelity reviews or guided self-assessments (45 per year) Lot 2: Approximately 60 training places for accredited qualifications (at least 16 per year). This is in line with the commitment set out in the 2021 UK Drug Strategy and will bring IPS in community drug and alcohol treatment in line with IPS in secondary mental health services. Expanding access to IPS for drug and alcohol dependence is also a commitment of the 10 year plan for the NHS. Key objectives: Objectives are: • Supporting recently mobilised sites to work up to high effectiveness. • Supporting all sites to exceed OHID performance benchmarks and for at least 15 of sites to meet the standards of the IPS Grow Quality Mark. • All sites that have been identified for IPS fidelity reviews to attain ‘good fidelity’ (100 points or over) by the end of the contract.
