Description

1. The MPS will run an open tender competition to provide IT Architecture Services to MPS Digital, Data and Technology, to include Business Analysts for a 3 + 2 year maximum value.
2. The MPS will set up a framework agreement with 5 lots (Enterprise Architecture, Information Systems Architecture, Infrastructure Architecture, Security Architecture and Business Analysis). Lots will be separate bids but a bidder may win one or more lots.
3. The Business Engagement and Technology function (BE&T) in DDaT is required to support a range of programmes with significant business value including, The New Met for London Plan, Command & Control and Met Integrated Policing System (Connect). Additionally, it is required to support the continued evolution and improvement of the MPS core infrastructure such as adoption of Office365 office automation and renewal of the Service Delivery supplier model.
4. As projects evolve, the BE&T team need a varied skill set depending on the phase, complexity, technologies and business or architectural domain. The team needs to be able to resource initiatives and projects quickly and to be clear about the contribution business analysts and architects will make.
5. The successful bidders in each lot will have a bench of appropriately vetted specialists to provide specific skills in business analysis or technology architecture. They will deliver analysis or architectural outcomes and artefacts, such as Requirements Workshops, Business Process documentation, Business Cases, data models or High Level Solution Architectures. This work will be according to a schedule drawn from a fixed priced catalogue, with variation for scale and complexity.

Marine Recorder Online Support & Hosting - 2025 onwards

Project Background The platform is a replacement for the old "Marine Recorder" desktop application, which is at end-of-life and no longer sustainable for business use. It is used by all of the UK SCNBs (JNCC, Natural England, NatureScot, Natural Resources Wales, DAERA), along with key marine NGOs, who provide high quality marine benthic survey evidence. The old Marine Recorder was developed in the 2000s and was showing its age in both the software used, and data model, making maintenance and support unsustainable in the long term, in addition to the quantity of stored data nearing software limitations within Microsoft Access itself. A review of the current system was carried out in 2016, under the Streamlining Marine Advice innovation lab. The geospatial biodiversity and accessory data within the platform will be curated under the custodianship of a closed list of custodian organisations, the only route for data into the system being via one of these organisations who will provide the overall responsibility of quality control and data entry. Data within the system is key to a wide variety of UK and international marine and conservation reporting objectives and forms the backbone of many policy decisions and further informative datasets across all countries in the UK. As such, it contains a reporting application, to provide key stakeholders the ability to query and extract final data in the system for their public task needs, and to their level of data access. Data entry to the system is currently via UI and spreadsheet import, with Restful JSON API planned for development shortly. Marine Recorder Online is multi-tenant, providing each custodian their own domain for their data management application in which they manage their own data according to their internal business needs and data release practices. All relevant final data are subsequently pooled in the reporting system to provide a full UK view of marine biodiversity data, but with access defined by row level permissions on the data to match the end user's access level. The system itself is administrated by a designated organisation, currently JNCC, in charge of managing the users, internal dictionaries, configuration updates, triaging new support tickets and responding to Tier 1 support. The application currently receives hosting and support for Tier 2, 3 and 4 issues under contract, this ITT seeks to provide continued support and hosting for the application moving forward.

SMART Digital & Productivity Accelerator

The Client is seeking to engage with quality providers to deliver a service that will provide industry specific diagnostics and specialised support to organisations in Wales. To enable and support Welsh organisations to improve productivity and accelerate NPD through embracing digital technologies, employing an Industry 5.0 approach to create a more resilient and sustainable business base. The service will cover two types of specialist support: -Advice on Digital methods for improving Productivity -Advice on Digital methods for accelerating New Product Development The main objectives of the service are: To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise. To introduce new and enhanced digital activities in key areas to support organisations to develop and commercialise new and improved products and processes. The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working. The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.
