Description

The VOA is undertaking a new transformation programme, Business Rates Review programme, that will deliver a key Government commitment, announced by the Chancellor in the Autumn Budget, to reform the operation of the business rates system. This focuses on non-domestic ratepayers.

The NDR Reforms Programme requires the continued support of a service delivery partner to lead on all aspects of service delivery for the programme and in particular to continue the work to iterate the E2E customer journey and blueprint post GDS service standards, following Alpha exit.  

The requirements post-Alpha will be a continuation and build on the existing deliverables as part of initial Beta stage.

The service delivery support is integral to the NDR Reforms programme's deliverables. As part of the GDS service standard, it is a requirement for all agile programmes to have a service blueprint and E2E customer journey and design. VOA will not be able to fulfil this requirement to achieve value for money without the external expertise which we are hugely reliant upon.

The suite of TfL Professional Services Frameworks 3 is TfL's and its Group Companies', Greater London Authority and its Functional Bodies and all London Boroughs, primary means of accessing professional services (engineering, planning and project management support, commercial etc) and expertise from the external supply chain. This is a NIL Value Framework. This procurement process is being conducted under the Restricted Procedure pursuant to Regulation 28 of the Public Contracts Regulations as amended ("PCR 2015").
