The Customer is issuing this Invitation to Tender as a Further Competition under Lot 5 - Highways, Traffic and Transport of ESPO Framework 664_21.  

The current Northamptonshire Strategic Transport Model (NSTM) last had a major update in 2015 using Mobile Network Data (MND), Automatic Traffic Counts (ATCs), Manual Classified Counts (MCCs) and public transport information throughout Northamptonshire. Since then, the NSTM baseline has not been significantly updated; however, mobility patterns and associated modelling approaches have changed. As such this model is now at the end of its current validity, both practically and according to TAG guidance, and the Customer is looking to appoint a Service Provider to undertake this work. 

The NSTM has provided a single platform capable of assessing changes in travel demand in response to changes in highway infrastructure, public transport provision, population and employment or retail facilities across the County of Northamptonshire. An update/rebuild will ensure that the new NSTM remains a useful, robust and TAG-compliant strategic tool for developing the evidence base for spatial strategies, transport improvements, policy changes and business case support. 

The proposal on approach and recommendations of a model update should be based on TAG guidelines, and should allow for current 2023 travel demand patterns and transport infrastructure, also taking into consideration technological advancements that could add value to model forecasts. 
As well as developing a new 2023 base model, this opportunity includes the subsequent development of a forecast Core Scenario for 2031 and 2041,  undertaking a variety of future year tasks. Service Providers are also invited to set out proposals for data acquisition and storage, model updates and maintenance, and usage of the model by the two councils independently.

Sutton Local Plan Strategic Transport Assessment

The project is to prepare and finalise a Strategic Transport Assessment to support the preparation of the new Sutton Local Plan. The scope of work is expected to cover the following (the full tender specification should also be referred to): The purpose of this work is to demonstrate how the transport network is likely to operate in response to the changes in travel behaviour arising from development, including allocated sites, under the proposed Local Plan and supporting evidence base documents. The Strategic Transport Assessment will include transport modelling, and also incorporate separately published Transport for London / developer models and analysis to assess the effects of the development planned under the Local Plan on the local and strategic highways network in the borough, as well as public transport and active travel up to the end of the proposed plan period. It will recommend new projects and mitigation to address impacts of the Local Plan and other planned growth nearby. The Strategic Transport Assessment should assess impacts related to the highway network (strategic and non-strategic); public transport (bus, rail and tram), and active travel (walking and cycling). The Strategic Transport Assessment should be informed by the National Planning Policy Framework (NPPF) as well as the Department for Transport Transport Analysis Guidance (TAG) and Transport for London Transport Assessment guidance. As such, the Strategic Transport Assessment must: cover the whole plan area, including existing areas, growth areas and proposed site allocations; review the locations of proposed site allocations, growth areas/corridors or clusters of development, and potential options for the provision of sustainable transport and transport networks to serve them; identify transport issues as they affect all modes and freight, including accessibility, road traffic congestion, mobility, overcrowding, safety, air quality and noise pollution, affordability, carbon reduction; develop potential options or interventions to address the issues identified and any gaps in the networks in the short, medium and longer term; identify options for maximising active and sustainable travel; and identify options to improve the accessibility of transport nodes, such as rail and bus stations to facilitate integrated solutions.
