Description

North Kesteven District Council (NKDC) is Redesigning its Repairs Services for the future. One of the main ways we hope to deliver our ambitions is through a new partnership repairs contract that will deliver a range of core and additional workstreams through an intelligence led, customer focussed approach.\r
NKDC provides local government services to the large rural district of North Kesteven, which covers approximately 92,000 hectares (356 square miles), has over 100 distinctive rural villages and is centrally located within the county of Lincolnshire.  It is rural in nature, but with Lincoln City immediately to the north, Nottingham 40 miles to the west and Peterborough 40 miles to the south. The district is served by the main north/south A15 linking Peterborough and Lincoln and is located to the east of the A1.\r
The Council currently owns around 3,900 homes across the district as well as managing a further c. 50 leasehold properties. The Council also owns a new build development company called Lafford Homes which now has over 150 market rental properties and significant growth ambitions.\r
The Requirement\r
The requirement is split into 'Core' services and 'Additional Options' Providers will be required to deliver the following 'Core' Works and Associated Services\r
•	Call handling and repairs reporting, to include weekday 'core times' and an emergency out of hours service, excluding heating.\r
•	Responsive repairs, excluding heating, (emergency, urgent, routine and out of hours) to residential properties and internal and external communal areas of blocks, as well as repairs to garages and corporate buildings, including keeping and maintenance of repair records and the making, keeping and communication of repair appointments.\r
•	Works to standard void properties, including decorating, in preparing them for re-letting\r
•	Repairs, major repairs (including whole house), clearing, cleaning, garden works and upgrades to void properties.\r
•	Planned responsive repairs, including electrical inspection remedial works and decorating scheme to tenanted properties\r
•	Works arising from regulatory compliance activities (e.g., FRAs, water hygiene, asbestos)\r
•	Disabled Adaptations to Council properties.\r
•	Cyclical redecorations and pre-paint repairs in accordance with an agreed annual programme.\r
Throughout the duration of the contract the Council may introduce the following 'Additional Options'\r
•	Kitchen replacements\r
•	Bathroom replacements/upgrades and wet room installations\r
•	Installation and replacement of renewable technologies\r
•	External doors renewals\r
•	Window renewals\r
•	Fencing installation or replacements\r
•	Full or partial electrical rewires\r
•	Roofing and/or Chimney works\r
•	External render works with scaffolding \r
•	External builder's work\r
•	Communal area refurbishment and whole property modernisations \r
•	Sewage Treatment Plant Maintenance\r
•	Installation of energy efficiency measures and/or building component additions/replacements

Building Repairs & Maintenance and Minor Works Contract

Worcester City Council is inviting tenders for the provision of a building repairs and maintenance and minor works service. The service is a series of small works orders for reactive response maintenance, and some minor planned works. The service to be provided comprises of the following:- A - Reactive maintenance and repair according to a priority assigned by the Client B - Planned maintenance up to a maximum value of £25,000 per order, (subject to quotation and demonstration of Best Value*). C - Minor works projects up to a maximum value of £25,000 per order, (subject to quotation and demonstration of Best Value*). D - Out of hours Emergency Works. [*Alternative quotations may be sought if the cost of the works are deemed to excessive] The works are defined as general building works, including general plumbing but excluding mechanical and electrical works which are procured through separate term contracts. Some general building and project work may require an element of mechanical or electrical work to resolve the issue, which may be requested as part of the work order. The Contractor must provide and maintain throughout the duration of the contract an “Out of Normal Working Hour Emergency Service” to avoid danger to health and safety of building occupants or serious damage to buildings and other structures. This service must be provided 24 hours each day including at weekends and during holiday periods. The Client shall expect the Contractor to self deliver the majority of the work when Providing the Service. Property affected by the service includes various public buildings (generally non-housing) and ancillaries within the local government boundaries of Worcester City Council. This procurement is being carried out under a two stage process and Bidders are only required to complete the Selection Questionnaire at this initial stage. The Council is using the e-procurement portal known as the Proactis Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise. To gain access to the procurement documents, bidders will need to register their company details at the above website. Once registered, bidders will be emailed a log-in and password which will allow them to gain access to the procurement documents. Bidders will need to search for the invitation under Worcester City Council and then electronically submit an expression of interest and follow the online instructions to view the procurement documents
