Description

Community services in Mid and South Essex are delivered by three organisations – EPUT NELFT and Provide CIC. The three sovereign organisations have been working as a provider collaborative for 3 years under a contractual joint venture. The provider collaborative is known as the Mid and South Essex Community Collaborative (MSECC). 
All three community contracts are coterminous and expire at the end of March 2024
Community health services are complex and as a result of legacy commissioning arrangements there are substantial variation in the way services are commissioned and delivered across MSE. This disparity is closely related to historic CCG funding variance.
Moving to a hosted single contract for community services across the ICS is in line with National Strategies of the NHS Long Term Plan and the Health Care Act (2022), which place a strong emphasis on the integration of Health and Care services and the expansion of community services, with more services delivered at home. 
It is expected that a single solution across the ICS footprint will deliver more effective care focused at place, mitigating inequalities and providing consistent care across the whole of the ICB. The community services will align to the four key aims established for MSEICS:
1.	Improve outcomes in populations health and healthcare
2.	Tackle inequalities in outcomes, experience and access
3.	Enhance productivity and value for money
4.	Support broader social and economic development
Locking MSECC into the system architecture provides the opportunity to create the stability needed to both deliver the immediate system priorities as well as support a strategic review of community services’ future needs, with the view to create a core offer of community health care for people in mid and south Essex that safeguards an effective and sustainable health and care system.
The three providers are the only technically capable of delivering the services based on the factors above and the significant time all organisations and the ICB have spent developing this integrated model. The contract will be awarded to Essex Partnership University NHS Foundation Trust (EPUT) with North East London NHS Foundation Trust (NELFT) and Provide Community Interest Company (CIC) as significant sub-contract partners.

West Lancashire Integrated Urgent Care - NHS Lancashire & South Cumbria ICB

NHS Midlands and Lancashire Commissioning Support Unit (MLCSU) is acting as an agent on behalf of NHS Lancashire & South Cumbria Integrated Care Board (ICB) who are looking to undertake a Competitive Process for the provision of the Integrated Care Services (IUC) in West Lancashire. Integrated Urgent Care Services will be provided to individuals who are, or believe themselves to be, acutely ill with a condition that requires urgent attention, such that their immediate care needs cannot safely be deferred until the next day or to the end of the out of hours period. It is required to be sustainable, based on a service model that is clinically and commercially robust that can attract and retain suitably qualified competent practitioners and integrate with other services. This provision includes the treatment of minor illnesses and injuries at Ormskirk Urgent Treatment Centre (UTC) and Skelmersdale Walk in Centre (WIC), located within the West Lancashire area. The proposed new contract covers the West Lancashire locality within the Authority's area. The ICB is committed to providing stability to the sector and a model of services is being proposed, which will procure services for 3 years, with an option to extend for a further 2 years. The contract is intended to start on 1st July 2026. The total maximum value of this one contract is £3,814,955 per annum. Therefore, the total maximum value of the five-year contract is £19,074,775. For this procurement, the Authority may seek clarification on bids that are unusually low. Following clarification, it will reserve the right not to consider Bids that are unusually low.

709631450/1 - Provision of Secondary Healthcare to British Forces Cyprus & Sovereign Base Area

The provision of (or access to) effective, safe and efficient Secondary Healthcare services (SHC) to the entitled and eligible population (this is inclusive of military personnel, civil servants, certain contractors and dependants) within the Republic of Cyprus. The SHC service shall be available 365 days a year and 24 hours a day. This requirement has been split into lots: - Lot 1: Clinical Services - Adult Elective - £77,464,170 - Lot 2: Clinical Services - Paediatrics Elective - £16,922,820 - Lot 3: Clinical Services - Unscheduled Patients (Adults & Paediatrics) - £23,822,560 - Lot 4: Clinical Services - Mental Healthcare - £1,516,930 Supplier can bid for all 4 lots or individual lots; the Authority reserves the right to award contracts with any combination of lots. Suppliers must submit a tender in respect of each lot. Each tender must operate as a standalone tender and not be dependent on any other lot submissions. A Tender conference has been scheduled for Friday 17 October 2025. Suppliers wishing to attend should register their interest as soon as possible, but no later than Friday 10 October 2025. Cyber risk for this requirement is set at HIGH and suppliers must ensure they review cyber requirements associated with this in the tender documents.
