Kirklees Intervention and Support Service

Tenders are invited by the Council from Suppliers with relevant experience and ability to demonstrate sufficient capacity for the provision of KMCAS-183 Kirklees Intervention and Support Service (KISS) (the "Services"). Kirklees Council wish to commission an Economic Operator to work with us to co-design and develop the Kirklees Intervention and Support Service to provide safe, suitable accommodation, learning & employment and stability & wellbeing for our service users. The service is intended to improve outcomes and life chances for vulnerable people which will then reduce the likelihood of their future need to access costly crisis interventions.  The key objective of the Service is to support people aged 16+ who have vulnerabilities and support needs that may impact on their ability to live independently. The Service aims to enhance preventative support and outcomes for some of our most vulnerable and complex residents, helping them progress toward lives that are more hopeful, healthier, socially engaged, and economically active. The Service must be designed and delivered in a manner that actively promotes inclusion, ensuring equitable access, participation, and representation for individuals of all backgrounds, identities, and abilities. The Service will reduce the use of costly crisis intervention services across the public sector (in housing, social care, criminal justice, welfare and health), releasing resources to deliver cost effective preventative services. Please note this is a 'Social Outcomes Contract' funding is only released if the successful Outcomes are achieved. The total estimated annual outcome payments for the Contract are £1,633,449 per annum Relevant information and evidence to demonstrate the required funding to meet operational cashflow, including evidence you have approval of the amount and acknowledging this will be lost if outcomes aren't achieved. The council may, at its discretion, seek further information about finances, governance and matters such as the proposed business structures, and financial risks as a part of any due diligence process before progressing your application, and or awarding the contract. The anticipated commencement date for the Contract(s) is 1st April 2026. The anticipated expiry date for the Contract is 31st March 2031 with the option to extend for a further period, or successive periods, up to 31st March 2036. Further details regarding the Services required are set out in the Specification and in the Conditions of Contract.
