Description

This is a contract award notice designed to inform the market of a contract which has been awarded by NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) to Oracle Health to deliver a Business Intelligence and Population Health Management Solution.
The process followed was a Further Competition process utilising the NHS Health Systems Support Framework (HSSF), Lot for Informatics, analytics and digital tools for population health business and clinical intelligence.  All suppliers who were awarded onto the relevant Lot(s) were invited to submit a response to the Further Competition process. A single solution was sought from either a single supplier or a co-bid of suppliers.  The contract has now concluded.  The service commenced on 23rd February 2024 and is for a period of 3-years with the option to extend for a further 2-years by mutual agreement between HWE ICB and Oracle Health.
The Authority may wish to introduce additional and/or expand the scope of services during the lifetime of the contract ("contract modifications").  Such contract modifications will be contemplated where additional requirements are similar and/or complementary to the services already included in the Specification, at any given time.  Such expansion would be by the addition of services commissioned by the Authority.  To this end, there is the possibility that Oracle Health may be offered a variation to the contract to include, but not limited to, a service to deliver the claims management function and additional datasets as set out within the procurement documentation.  Any variation is in accordance with Regulation 72 (1) (a) of the Public Contract Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).  
The value identified within this Notice is the potential maximum upper value of the contract, including all options and extensions.  The value of the awarded contract is £4,394,829 (exclusive of VAT).
