Description

Trusts across the West of England are committed to the implementation of a digital technology infrastructure enabling radiology image sharing. The West of England Target Operating Model for imaging across the Network is to transform and develop imaging services to support growth in activity and complexity of clinical care pathways resulting in improved patient outcomes. Pivotal to the delivery of this vision is securing the digital infrastructure to share images and associated information between providers and consumers of imaging services. This sharing of images must be safe, timely, resilient and efficient.

This is a procurement for a single supplier framework which will be awarded to one supplier only to allow all trusts in the West of England Imaging Network to call off from for the following 4 lots.
1 PACS
2 RIS
3 A sharing solution
4 Associated Storage

Any bidder will need to bid for all 4 lots to be considered. The framework will be open for the maximum period of 4 years for Trusts to call off from with contract lengths for an anticipated 10 years as a maximum in a 5+3+2 contract, but may be for varying lengths in line with ambitions to have a co terminus end date for ease of network procurement at the end of the contracts.

Great Western Hospitals NHS Foundation Trust
North Bristol NHS Trust
Royal United Hospitals Bath NHS Foundation Trust
Salisbury NHS Foundation Trust
Somerset NHS Foundation Trust
University Hospitals Bristol and Weston NHS Foundation Trust

The aim of the framework is to allow Network Trusts to procure a single instance of PACS and RIS as and when it becomes viable in line with their current incumbent contracts. In addition, for the Trusts who are unable to join for a longer period of time due to their current contracts, this framework shall allow those Trusts to procure the sharing solution until such a time as they are able to join the single instance of PACS and RIS.
As the Network host, Somerset NHS Foundation Trust will be the host of the framework, and the procurement will be run through Bristol and Weston Purchasing Consortium and as such will use their e-procurement system SAP Ariba, bidders will need register to ensure access to the tender.

IT Neutral Vendor

This Framework Contract will adopt a Neutral Vendor Managed Service model to offer a 'one stop shop' for all in scope ICT goods and services based on the Framework CPV codes. The Neutral Vendor will act a single interface between the Customer and the Supply Chain.
