Description
Hampshire's Adult Health and Care challenges reflect the national picture for upper-tier local authorities in the context of continued reduction of funding and increasing demand and complexity of our client groups. To meet the financial challenges, the Council sets out bi-annual strategic savings programmes. The Directorate are in the process of delivering the SP23 (2021-23) savings while commencing planning for SP25. Overall, the SP25 savings for the Directorate are £47m of which £14.1m relates to Older Adults Savings. Due to the challenges faced in older adult social care, the Director of Adult Health and Care gained support from both the Chief Executive and Section 151 Officer to commission an external review and diagnostic to identify Older Adults Savings opportunities, followed by a further phase to support delivery of the savings priorities that will meet the gap in the 2025/26 budget (SP25). Our two formative objectives are: - Reduction in volume and types of care - Operational Teams - reduce demand, more efficient, more effective, reduction of volume of services being commissioned. - Reduction in cost of care - Commissioning and Brokerage - containing and reducing price, optimising in house and commissioned services, right service/right time. To ensure these objectives were met, Hampshire County Council sought external support to aid in delivery.
