Description

1. 1	HEART invites you to participate in this Further Competition opportunity. HEART wants to upgrade their Building Energy Management System (BEMS) for one of their schools, Bedford Academy.
1. 2	This is being run using Dynamic Purchasing System (DPS) for the provision of goods and services to drive social impact and improvement (https://www.find-tender.service.gov.uk/Notice/024257-2023) a DPS agreement by HEART Academies Trust).
1. 3	All Supplier(s) who have been approved under the relevant NUTS, CPV and additional capabilities under the DPS have been invited to this Further Competition.
1. 4	Implementation for this project will begin in February of 2024.
1. 5	HEART Academies Trust is a non-profit making charitable company based in Bedford. HEART was established to support local schools build upon existing strengths to improve and maintain high educational standards and encourage continuity of education within the local community.

Plant Service Inspection Maintenance and Repair (SIMAR)

Defra have a requirement for the provision of Servicing, Inspection, Maintenance and Repair (SIMAR) services for Plant assets to support the Environment Agency and other Defra Groups. Impact on Contract: Such changes may require adjustments to: • Technical specifications of goods or services. • Compliance documentation and reporting processes. • Delivery timelines and associated costs. Modification Mechanism: In accordance with Schedule 8, paragraph 5 of the Procurement Act 2023: • If these regulatory changes materialise and are not caused by either party, the contracting authority may vary the contract to ensure compliance. • Any variation will be limited to what is strictly necessary to meet the new legal requirements and will not increase the estimated contract value by more than 50%. • A Contract Change Notice will be published to maintain transparency. We are unable to address the potential impact upfront due to not knowing what potential regulatory changes will apply during the contract duration.
