Description

Scottish Enterprise intends to undertake a competitive tendering process to appoint a supplier to provide the full range of property management services across its investment property portfolio. This portfolio, which is subject to regular change, was recently valued (September 2023) at GBP153M and comprises industrial buildings, offices, multi-occupancy business centres, science & technology parks, development land and other property interests.

Scottish Enterprise envisage that the contract will commence on 1 July 2024.  The contract duration is 4 years, with the option to extend for 2 x 1-year periods, totalling 6 years overall.
The estimated value of the contract over the full duration is anticipated as being between GBP1,800,000 and GBP2,400,000 (excl VAT).

SCDC wishes to appoint a suitably qualified and experienced contractor to provide a service which encompasses the following: • To advise on the management of the Council's commercial property assets that meet the Councils adopted strategies (supporting economic growth and regeneration). • To provide commercial property investment advice by sourcing potential investment opportunities set by SCDC that meet the criteria set in the Council's Investment Strategy. SCDC shall require the Contractor to work closely with their Finance, Commercial and Legal teams and any other internal or external appointed property management company to ensure that the asset is well managed and maintained and that the administration and renewal of the leases is optimised. All assets should be compliant with health and safety regulations - it is the job of the asset management contractor to ensure this. It is expected that the asset management contractor will benefit from an in-house building surveyor to ensure the full requirements of this contract can be completed.
