Description

UK PACT (Partnering for Accelerated Climate Transitions) is a flexible technical assistance (TA) programme that is designed to support ODA-eligible countries to increase their future climate ambitions, reduce their emissions, and accelerate just transitions to clean growth. A key feature of UK PACT is that it aims to respond explicitly to partner government demand for capacity building interventions, and that it shares UK expertise (for example in areas such as climate legislation, green finance, and smart energy). UK PACT is part of the UK Government's International Climate Finance (ICF). Through this procurement FCDO sought a Delivery Partner (DP) to deliver the UK PACT programme. The DP will deliver and monitor the programme in close coordination with FCDO in the UK and in British Embassies (BEs) and High Commissions (BHCs).

Thinking and Working Politically Facility (Bangladesh)

The UK’s Foreign, Commonwealth and Development Office (FCDO) is seeking a supplier who can support the British High Commission in Dhaka (BHCD) in its application of Thinking and Working Politically (TWP) methods to maximise its impact in Bangladesh. The TWP Facility will support the UK’s objective of building state capacity in Bangladesh through modern partnerships. BHC Dhaka is shifting the approach of its development portfolio away from service delivery and towards system strengthening. A deeper understanding of political economy, institutions and support for local reform champions and processes will help to unlock system strengthening and deepen state capacity. The supplier will provide a range of products and services to BHC Dhaka teams including (but not limited to): - Political Economy Analysis and Institutional Analysis on-demand in specific sectors and policy design/policy delivery problems - Support for Theory of Change workshops and sector strategies, with a specific focus on political economy and political feasibility - Capacity-building for implementing partners of programmes on TWP including PEA and IA - Regular engagement with implementing partners to deliver TWP, depending on the level of expertise The route to market for this contract is not yet determined and FCDO will be using market feedback from the Early Market Engagement event (https://forms.office.com/e/LSdqLfcdVt) to inform the decision. Transforming Financial Services in Bangladesh (Technical Assistance)

FCDO are planning to procure a Technical Assistance contract for a five-year financial sector development programme in Bangladesh. The contract would require the supplier to provide expertise to the central bank, government and other related regulatory authorities. The contract will pursue outcomes in the following areas: - Organisational transformation of the central bank - Financial infrastructure development, including for financial inclusion (e.g. payment systems, regulatory technology, credit information, open banking etc) - New and reformed regulatory and legal frameworks and institutions for financial services (e.g. bankruptcy code) - Financial ecosystem development (e.g. accredited professionals, standards) The route to market for this procurement opportunity is now finalised and will be through FCDO’s existing Global Development Delivery (GDD) Framework, Lot No.4, which will be governed under PCR 2015 regulations. The communication channel against pqq_1945 (https://fcdo.bravosolution.co.uk/go/313053680199E13227C4) will be closed w.e.f. 28/11/2025. All future engagement with the Framework Suppliers until publication of ITT for this Tender will be through the existing Lot No.4 communication channel, which is available only to the existing Lot 4 suppliers.
