Description

ESPO is establishing a multi supplier framework agreement for the provision of consultancy services for Decarbonisation / Net Zero Strategies. This is an ESPO national framework for the provision of consultancy and project management services in relation to the renewable and low carbon energy sector. This may include objective advice relating to net zero strategy and carbon reduction programmes including the identification of low carbon options with recommendations as well as implementation and delivery advice.
The framework consists of 2 Lots based on total contract value.
Lot 1 - Consultancy services for decarbonisation / net zero strategies (Consultancy requirements under £50,000)
This Lot is designed to appeal to Customers with smaller Consultancy requirements for decarbonisation / net zero strategies with a total assessed value for consultancy services under £50,000.
Lot 2 - Consultancy services for decarbonisation / net zero strategies (Consultancy requirements of £50,000 and over)
This Lot is designed to appeal to Customers with large Consultancy requirements for decarbonisation / net zero strategies with a total assessed value for consultancy services of £50,000 and over.

AFBI requires the supply and delivery of 5 data buoys with associated sensor packages, and 7 stand-alone Temperature and Dissolved Oxygen Loggers. Both the integrated data buoys and the temperature DO loggers will require appropriate software and technical support for an initial contract period of three years as a minimum. This contract will be divided into 2 separate Lots for the provision of the Data Buoys and the Loggers, as detailed below. Part B - Three (3) Basic Instrumented Data Buoys, without plankton and nutrient sensors It is anticipated that Part B will be ordered during the 2026/2027 Financial Year Lot 2 – Supply, Delivery and Software Support of Seven (7) stand-alone Temperature and Dissolved Oxygen (DO) Loggers Lot 2 will be purchased on Contract Award, delivery to AFBI’s Fisheries and Aquatic Ecosystems Branch, Newforge Lane, Belfast, BT9 5PX must be completed by 31/03/26 Suppliers are permitted to tender for either or both Lots. Both Lots will be evaluated and awarded separately. Suppliers must provide all instruments and meet all requirements as listed in the detailed requirements of this Specification document for the Lot(s) they are awarded, for the duration of the contract period. Procurement of the Development Agreement Related to a Low Carbon Heat Network in the Square Mile

City of London Corporation (“CoLC”) is seeking via this Procurement to select a Heat Network Development Partner to develop the Network and, subject to receipt of the necessary approvals, deliver the Network. It is intended that, as a result of this Procurement, CoLC will enter into a development agreement under which the Heat Network Development Partner (via the special purpose vehicle (the “SPV”) established for development and delivery of the Network) is required to design and develop the Network up until the point at which it is ready to be built, at which point, it will present the project for approval by CoLC. Provided that the project passes this “Approvals Gateway”, CoLC and the Heat Network Development Partner will be required to enter into the Shareholders’ Agreement which will govern the management of the SPV and impose obligations on delivery and operation of the Network. CoLC invests no capital in the SPV and derives no economic benefit as a Shareholder but, holds a “special” or “golden” share in the SPV which allows it certain rights as set out in more detail in the Contractual Documentation. The geographical area for the development and delivery of the Network is bounded by: a) the City of London boundary with Westminster, Camden, and Islington; b) roads including Moorgate, Princes Street, King William Street, and London Bridge; and c) the River Thames. Webinar programme support

Background: With the introduction of the Rail Reform Bill into Parliament and the likely creation of a new Passenger Watchdog, it is an important time for the rail industry and wider public transport sectors to look forward and consider how these reforms can best benefit the travelling public. Transport Focus is proposing to run 2 webinars in the first half of 2026 that will explore key ideas and challenge stakeholders to deliver reform that is truly customer centric. We are seeking support to develop these webinars' programmes (speakers, key themes) and deliver short supporting documents on their outcomes and recommendations. The subject of the webinars will be broadly 'creating a customer centric railway' and 'what does good integrated local transport look like' (note these are working titles and subject to change). Specification/ deliverables • The provider will work with Transport Focus to design the programme, developing overall concepts, themes and learning objectives for each webinar, aligned with Transport Focus priorities and audience needs. • The provider will support development of presentation materials, with guidance on key messages and clarity. • The provider will likely speak at the event and support Transport Focus in identifying and briefing other speakers. • The provider will draft a short 'think piece' item for publication afterwards, summarising the key themes from each webinar. Webinar objectives • Stimulate thought provoking conversations on significant topics affecting transport users now and in the future. • Influence policymakers, operators and other stakeholders by highlighting evidence and ideas that can shape forthcoming policy and operational decisions. • Introduce new concepts, models and frameworks that help stakeholders re-imagine how rail and wider transport could be improved for the benefit of users. • Build the profile of Transport Focus as a thought leader.
