Description

This Invitation to Tender (ITT) is issued by WSCC to seek and identify suitably qualified and interested organisations from the private, public and third (voluntary, community and charitable) sector to carry out surveys and to prepare a design and costing of the installation and maintenance of Solar PV and BESS, to install the equipment and to maintain the equipment at Designated Sites identified in Document No. 9 (Asset List). There is also the opportunity to add Pipeline Sites and Wider Estate to the Programme as detailed under 5- Scope of the ITT

Contractor Works Framework Agreement

The City of Edinburgh Council require a multi lot framework agreement to deliver repair, maintenance and upgrade capital and other works across its estate. The Council's Strategic Asset Management and Sustainable Development department require contractors to deliver the Capital Investment Programme and meet other construction needs for their commercial properties over the next four years. These properties include schools, libraries, social work facilities, and other commercial buildings, it should be noted that some of the works are required to take place over school holiday periods, allowances for capacity should be considered when applying for the Framework. Decarbonisation Framework

This Framework is being procured by Places for People Group and Procurement Hub for the benefit of itself and its Members. This Framework is available for use by public sector bodies (and their statutory successors) as defined in the Procurement Act 2023 and additionally listed online at: http://www.procurementhub.co.uk/eligibility-criteria/ The decarbonisation Framework is designed to support the delivery of retrofit and energy efficiency measures across Places for People’s domestic assets as well as Procurement Hub members. This represents an entirely new framework, designed to ensure that PfP has access to a robust supply chain of qualified and experienced service providers. It is necessary to meet statutory obligations under the Future Homes Standard and to support PfP’s carbon reduction commitments. PfP is recipient of grant funding streams, and the framework will establish specialist delivery mechanisms and supply chain to capitalise on further future funding. Multiple entities within the Places for People Group will have a requirement for the works covered, including Places for People Homes, Procurement Hub, Future Homes Consortium and Origin Housing. Murley Moss Additional Solar - Design and Build

LDNPA invite contractors to submit tenders for the design and installation of solar car park canopies and roof solar panels. The tender is to be for: • The final design • Build and installation • All associated costs in implementing the system A previous tender and project has taken place for the initial design and scoping of the systems. Redacted versions of these reports are provided as annexes to this document (Annex 7 and Annex 8). Planning has been approved via a permitted development for the carpark canopies, and we are currently in the process of obtaining the same for the roof solar. The contractor will be expected to submit a fixed fee proposal for the design and build and have capacity to deliver the full project by the end of March 2026. This is due to funding constraints on the project, there is no possibility to extend this deadline. The LDNPA has a limited budget and needs to be able to demonstrate value for money in its expenditure through a fair and transparent procurement process. A weighted evaluation will be made on tender returns based 49% on cost (including initial outlay, maintenance costs and energy cost reductions), 11% on Social, economic and environmental consideration and 40% on quality of the proposed solution (as detailed in this document). The estimated value of the contract is £170,000 (excl. VAT). Details of estimated value are given in good faith as a guide to assist you in submitting your Tender. It should not be interpreted as an undertaking to purchase any goods or services to any particular value and does not form part of the Contract. The quality criteria include, but are not limited to, functionality, methodology and maintainability. Proposals may include 'off the shelf' products but must meet any specified minimum outputs. The tenderer must provide a proposal for both the roof and canopy solar systems, which must fit within permitted development planning rules. This is to be made clear in the costings documentation in the tender response and the Form of Tender (Annex 1).
