Description

North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS Cheshire and Merseyside Integrated Care Board (NHS CM ICB) (the Contracting Authority), who are undertaking a procurement to commission APMS contracts for Old Hall Surgery, Westminster Surgery and Special Allocation Service, Willaston Surgery Alternative Provider Medical Service and St Werburgh Homeless Practice and Special Allocation Service.

The contract term is for an initial period of 5 years commencing on 01 October 2024, with an option to extend for a further 4 years subject to satisfactory contractual and financial performance.

The closing date for submission of tenders is by 12 noon on 04 March 2024

NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential bidders. Accordingly, there will be no hard copy documents issued to potential bidders and all communications with NECS, including bid submissions, will be conducted via the Atamis portal at:

Objective rules and criteria for participation 

Under the Public Services (Social Value) Act 2012, Contracting Authorities must consider: 

(a) How what is proposed to be procured might improve the economic, social, and environmental well-being of the area where they exercise their functions; and 

(b) How, in conducting the process of procurement, they might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to "economic, social, and environmental well-being". 

The basic principles of the Open Procedure will be followed for this procurement to test the capacity, capability, and technical competence of bidders in accordance with The Light Touch Rules Regime, Regulations 74 to 77 of The Public Contracts Regulations 2015 (SI 2015 No102) (for Health, Social, Education, and certain other Service Contracts).

Firstly, the "Transfer of Undertakings (Protection of Employment) Regulations 2006" as amended by the "Collective Redundancies and Transfer of Undertaking (Protection of Employment) (Amendment) Regulation 2014" (TUPE) [may/does not] apply to this contract. However, Bidders are advised to obtain their own legal advice and carry out due diligence including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.

Secondly, the 'contract price' for each lot has been taken from historical reference data for current spend across the APMS sites.   The actual annual price of the contract will be dependent on the activity of the successful supplier and the prices provided can only be used for reference.

Residential Children’s Home Services (block bed purchase) Westmorland and Furness

This Service is being commissioned to ensure that the Council has direct access to residential children’s homes placements within its local area. This will reduce the number of Cared for Children placed at a distance from their homes and local connections. When children are unable to continue to live with their family and need to be cared for by the Council, foster care is often the best option, where they can continue to live and thrive in a family environment. However, in some situations foster care may not be the right option to meet a child’s needs, and a residential children’s home is more suitable at that time in a child’s life. In most circumstances, whether moving to foster or residential care, it is preferable for a child to remain living within their local area close to family, friends, contacts, and education. Children often choose to return to live in their home area when they get older, which can be a smoother transition if they have remained living close. The Council will retain overall responsibility for the child. The Provider must work closely with the Council to ensure that the care provided is in line with Child’s Care and Placement Plans, monitoring progress against their plans. The Provider will also work in line with any other relevant plans in place for the child. Provider’s staff must be qualified, trained and experienced, led by a highly skilled management team with robust oversight by senior managers, the Responsible Individual and Directors. The residential children’s home will be within the Westmorland and Furness Council area boundaries. The accommodation be high of quality including the building, outdoor space, furnishings, equipment and decoration, with a high standard of cleanliness so that children are proud of and enjoy their home

Mental Health Floating Support

City of Doncaster Council is seeking to recommission and develop its Mental Health Floating Support Service for individuals aged 18 and above experiencing a range of mental health needs. Whilst the majority of individuals will have lower needs, the service may also contribute to support packages with other agencies for those with severe and enduring mental health needs, including those with dual diagnosis. Some individuals may also have more complex needs as detailed above therefore requiring a more intensive level of support. Users of this service may be at risk of homelessness, loss of independent living skills and social exclusion and social isolation. Some may struggle with relationships and problems with their neighbours. Individuals may live alone or be part of a larger household. There may be more than one individual within a household living with mental health and requiring support where a whole family approach may be more appropriate. Individuals may be in receipt of services from other agencies and/or professionals; however some may not. The Provider will particularly need to develop a positive and beneficial working partnership with the mental health teams, social work teams, housing providers and other key stakeholders in order to evolve the service in a way that complements the work of and optimises the joint resources to create a stronger support pathway for people experiencing mental ill health. **Please note, the contract published as part of this tender is being reviewed in respect of the Procurement Act 2023. An updated version may be published by the Council within the tender period for all bidder’s consideration and the timescales of the tender period may be extended if and as appropriate.**
