Description

The Wisdom Electronic Document and Record Management System (EDRMS) is used by HSE's Chemical Regulations Division to manage all of the documentation associated with the delivery of Chemical, Biocides and Pesticides active substance authorisation and product approval permissioning services.  It has been in use by CRD since before 2008 and transferred to HSE from DEFRA.  The Biocides and Pesticides Transformation (BPT) Programme is targeting the decommissioning of this platform and the migration of stored content to HSE strategic platform OpenText's Content Manager EDRMS.  The BPT programme originally was intended to be fully delivered by 31 March 2024.  The programme is now at least 3 years behind schedule. 

Daisy owns the intellectual property and copyright; it sells licences and services direct to customers and the licences and services are not available through resellers or any other third party.

HSE considers that it is not reasonable technically to expect that alternative services, to those either built on Daisy's existing solutions or being developed by the BPT programme, could be procured to design and develop systems before the current replacement programme is expected to deliver its outcomes.  Continued use of Daisy's Wisdom is therefore considered the only reasonable technical mechanism to maintain the services supporting HSE regulatory duties for the next 3 years alongside delivering its replacement programme.

Provision of Agent Portal Solution

De Montfort University (DMU) recruits thousands of students from across the world to study at its main campus in Leicester as well as campuses overseas. Currently, a high percentage of these students are recruited in collaboration with international agents who support students through the process and receive a commission should the student go on to enrol at DMU.
