Description

Leicester City Council (The Council) is seeking a contractor/contractor(s):
Lot 1 - to provide a solution to assist in the forecasting of outcomes on checks/challenges/appeals (CCA) submitted to the Valuation Office Agency (VOA) and from other potential threats to Leicester’s non-domestic rates tax base. To include ad hoc consultancy, as and when required, for example, estimation of rateable value of properties not yet valued by the VOA.
Lot 2 - to assist in identifying properties that are currently undervalued and those that have not been identified and valued.
Only one supplier will be appointed for Lot 1 and up to a maximum of two for Lot 2.  Tenderers may submit proposals for one or both of the Lots and may be awarded one or both of these Lots.

This Agreement shall commence on 3rd February 2026 and shall continue in force for up to 36 months unless terminated in accordance with the partner contractual conditions or extended in accordance with clause 2.6. The buyer has the right to request up to two x 12-month extensions to this contract, providing the supplier with a minimum notice of 30 days prior to the contract end date. Therefore, the maximum possible contract length will be 60 months. Any contractual offer made will be against a zero-value agreement as any sales will be based on best value for our customers. However, the total contract value over the 60 month period is estimated at circa £7 million inclusive of VAT.
