Develop a Strategic Outline business Case. The appointment of the supplier is:
o	to pick up where the SOBC left off
o	develop more detailed recommendations for the GMCA on the next steps towards implementation of the GM Net Zero investment programme.
The outcome and recommendations of this work will feed other Outline Business Cases to support the Net Zero GM targets.
