Description

The primary requirement of the Service is for the Contractor to safely collect Contract Waste from the Waste Collection Points and transport the same to their authorised Nominated Waste Disposal Points for disposal.
Leachate effluent at the Waste Collection Points may be contained within a leachate holding lagoon or in a storage tank.
The Contractor may choose, at no extra cost to the Authority, to temporarily store the collected leachate effluent at an authorised storage facility until such time when the Contractor is able to transport the waste to an authorised disposal facility.
The Service also entails cleaning out settling lagoons at locations indicated in the Specification. This involves the removal of leachate from the lagoons, removal of debris and sediments and their subsequent disposal at authorised disposal facilities.

Dynamic Purchasing System for Drainage Investigations and CCTV Surveys - ON-GOING APPLICATION

This Contract Notice is to inform the market that the Dynamic Purchasing System (DPS) for the provision of Drainage Investigations and CCTV Surveys has been extended for one year until 30th November 2025, in accordance with the DPS Agreement and original tender documentation. Carmarthenshire County Council established this DPS for the provision of Drainage Investigations and CCTV Surveys on 1st December 2020 for an initial period of up to 4 years. The DPS is operated on a fully electronic basis and is open to new entrants throughout its term who meet the minimum criteria specified in the DPS documents. The Council is seeking to appoint contractors to undertake drainage surveys using specialist equipment and cameras that pass through or zoom up culverts and pipes to record their condition and location. The surveys are required as part of the Council’s statutory duties under the Flood and Water Management Act 2010, the Highways Act (1980) and for Asset Management purposes. The requirement is for surveys only, not repairs.

For the Provision of a Recycling Materials Broker Service (below-threshold concession contract)

The Authority wishes to let a below-threshold concession contract for the collection and sale of waste for recycling by a suitably qualified and competent waste broker, from its depot based at Eastern Avenue, Gloucester. Any contract award will be for an initial period of three years with the option to extend by a further period of twelve months. The waste broker (Brokerage) will collect and transport from the Eastern Avenue, Gloucester Depot, to the appropriate location for recycling (the re-processor) and must hold appropriate carrier licenses, be compliant with all current or amended legislation as is necessary to carry and handle the waste described below. It is further a requirement that the re-processor shall carry the necessary licenses and operate in accordance with current or amended legislation. The Authority shall contact in advance to arrange collection schedules with the appointed Brokerage. The Company will deliver the waste and recycling service in Gloucester City from 1st April 2025. The Authority wish to work with one supplier to manage the sale/disposal of all the recycling products it collects. This will cover the sale of sorted dry recycling materials into the reprocessing markets. It is expected that the income generated from the sale of the recycling streams shall be in excess of the published index for each particular commodity and that any cost incurred by the Authority shall not adversely affect income generated by the Brokerage.
