Description

Fermanagh and Omagh District Council invited
tenders from suitably experienced and licensed
contractors for the collection,, treatment and
RDF/SRF processing of municipal waste for a
period of 12 Months from award of Contracts, with
options, entirely at the discretion of Fermanagh and
Omagh District Council, to extend the Contracts for
a further period of 12 months or Part Thereof. The
contract material will consist of residual waste
arising from the Council kerbside refuse collection
service and recycling centre residual and bulky
wastes. The successful contractor will process the
contract material by the removal/recovery of any
recyclable material and processing of residues into
RDF/SRF fuel. The contract materials will be
collected at the Council's fully licensed transfer
stations at Gortrush Transfer Station Omagh and
Drummee Transfer Station, Enniskillen. The two
waste categories are divided into three separate
lots to reflect collection requirements as detailed in
the Tender Documents.The treatment of this waste
is to ensure that the Client meets its obligations
Under Domestic and European legislation including
the Landfill Allowance Scheme (Northern Ireland)
Regulations 2004. Processes such as mechanical
biological treatment, anaerobic digestion and the
production of Solid Recovered Fuel (SRF) or
Refuse Derived Fuel (RDF) for energy recovery at
an R1 rated facility are acceptable technologies for
the treatment of the Client's waste.

Dorset Council is seeking a single supplier to deliver the management of the Household Recycling Centres, Waste Transfer Stations and associated services, including marketing of recyclate collected at the kerbside (Resource Management and Transport Contract 2026). The operational service delivery elements will commence on 28 August 2026. This is an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. The procedure does not allow for refining of the award criteria, and there is no scope to negotiate. In accordance with Section 18 of the Procurement Act 2023, the use of lots was considered during the planning phase of this procurement and it was determined that dividing the requirement into lots would not be appropriate or beneficial in this instance. Therefore, a single contract approach has been adopted. The Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1+1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years. The current budget for the services under this contract is £7,364,000 (2025/26). The total advertised contract value detailed in this notice allows for potential changes in scope / requirements and or funding during the contract term. The contracting authority reserves the right to carry out a subsequent procurement of similar goods, services or works in reliance on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.) .
