Description

LandQ are looking for an experienced consultant to deliver an analysis of possible medium-term carbon emissions reduction pathways, to support the alignment of strategy to our longer term 2050 Net Zero target.
The pathways will reflect a range of options including SBTis, intensity targets and non-aligned routes, as well as BAU. The report will assess the different combinations of deliverables and possible cost implications associated with each pathway. This will also include business assumptions underpinning eg. Development pipeline.

We will use the outcomes of this review to consider and challenge our strategic intent, and be able to discuss and articulate the action we wish to take under our corporate strategy. We hope, at a portfolio level, to explore the possibility of accelerating action and reducing carbon emissions, and develop a Climate Transition Plan or similar. We aim to publish our chosen Net Zero Pathway in line with good practice, including any interim targets. This means that the report must clearly state the current expected pathway, the extent of the challenge to follow a net zero pathway and what this means for LandQ, and how this gap may be closed.

The review will reflect on all relevant existing reports and modelling to consider the most appropriate medium term pathways and possible associated targets.
All deliverables should be complete by 31 March 2024

Heat network techno-economic feasibility study for Culham

Culham has been designated as the first AI Growth Zone by the UK Government. As part of this, a 100MW data centre is being developed on Culham Campus, with aspirations for up to 500MW of data centres in the longer term. There may also be a further data centre proposed for the adjacent No. 1 site which is allocated for employment use. There is an opportunity to recycle waste heat from large computer systems storing internal data to supply heating for the local community, supplying heat to multiple buildings from a central source. The National Zoning Model does not yet identify this area as a potential heat network zone as the waste heat sources do not yet exist. The timescales for completion of the data centre are uncertain and subject to planning permission, however it is likely to be within the next five years, with an ambitious completion date suggested to be April 2028. Therefore, the council urgently needs to better understand how to capture the opportunities for low carbon heat networks arising from these developments. The South Oxfordshire Local Plan 2035 (adopted December 2020) has allocated: • land adjacent to Culham Campus for construction of 3,500 new homes - this development is a potential end user of the heat network. • A net increase of at least 7.3 hectares of employment land at/adjacent to Culham Campus - this may be a heat supplier or end user depending on the types of commercial development which come forward. A Local Development Order is being developed for the site. A previous heat mapping and energy masterplanning study for Culham was developed in 2017. This proposed three different potential heat network technologies for the site: • gas engine CHP with supplementary backup gas boilers; • centralised biomass boilers with supplementary backup gas boilers; • water source heat pump in River Thames with supplementary backup gas boilers. While the modelling and information in this study remains useful as background information, there have since been significant technological advances and changes to planned development for the site which means that this work would need to be revisited and updated as part of the techno-economic feasibility study. At this stage, the council has not committed to taking forward beyond the techno-economic feasibility study stage. Restrictions associated with local government reorganisation (LGR) will limit this council's ability to progress this project beyond the feasibility stage. However, the feasibility study will put the project in the best possible position for a third party or the successor authority, once established, to decide to progress the scheme. Furthermore, the planning applications for data centres and other nearby development are highly likely to be submitted before LGR is complete in 2028. Therefore, information is needed now so that South Oxfordshire District Council can consider whether planning powers could be utilised to require developments to be designed and constructed to supply or connect to a future heat network, including through the forthcoming Culham Local Development Order. The Council is seeking a single supplier to provide these consultancy services.

Update of Regulatory Impact Assessment – Workplace Recycling Laws

This procurement is taking place under WRAP's Internal Framework FRA080: Materials Systems Transformation. Phase one of the Workplace Recycling Law came into force on 6 April 2024 in Wales, with phase 2 due to come into force in April 2026. Welsh Government is now seeking to understand the impacts of adding further materials to the list of those to be presented separately for collection and recycling. Welsh Government wishes to assess the impact of the proposed phase 3 of the Regulations which includes the impact of separating plastic film and textiles. The original RIA was conducted in 2019 (commissioned by WG) and was then revised and published in 2023 in readiness for introduction of phase 1 of the Workplace Recycling Regs. A further RIA was carried out in in July 2025 for the inclusion of sWEEE (phase 2). The policy decision to add plastic film to the list of materials to be presented separately for collection and recycling was made on the basis of the 4 nations Government Response to the 2021 pEPR consultation published 26 March 2022 (EPR Consultation Government response template) and accompanying Impact Assessment which included consideration of the plastic film requirement and is available here: Impact Assessment. The successful bidder will need to carry out an RIA assessing the inclusion of plastic film and textiles. The baseline for this analysis should include phases 1 and 2 of the Workplace Recycling Regs. The Welsh Government wishes to understand the impact of each of the proposed additions (i.e. plastic film and textiles) to the specified material streams to be separately collected.
