Description

The design, supply, and installation of modifications to our existing   Natural Gas Roller Hearth Tile Kiln. Our organisation intends to transition the kiln to operate on 100% hydrogen, whist retaining the existing natural gas combustion system and ensuring its safe and efficient operation. The kiln therefore requires the parallel installation of 100% hydrogen rated burners.

The existing asset has been used in the past to investigate the use of Flash Sintering of ceramic tiles is used as a laboratory/research platform for the ceramic tile sector and as such the final design should not compromise the asset's current capabilities, which are; 1170⁰C peak operating temperature, product setting volume to be unchanged.

The existing asset was recommissioned in January 2023 after several years of being offline. It has a fully integrated SCADA control system that manages the kiln automation and combustion control current operation.

Kiln Replacement - VTN

Issuing a VTN to enable a 10 day stand still period for the award of the kiln replacement to Sibor Ltd. The Defence Science & Technology Laboratory (DSTL), part of the UK Ministry of Defence (MoD) intends to award a contract with a total estimated value of £450,640.9 (including VAT) to SiBOR Ltd for the supply, installation and commissioning of a Ciroldi RP8 rotary kiln. In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of this contract without Prior Publication of a Contract Notice in the UK enotification service (in accordance with the relevant legislation) is lawful in accordance with Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 for technical reasons. The incinerator facility activities are governed by a permit issued by the Environment Agency (EA). The rotary kiln is one of the main burners for the Incinerator, manufactured by Ciroldi SPA. SiBOR Limited the only company authorised by Ciroldi SPA in the UK for the installation, support and maintenance of the rotary kiln. Use of alternative kilns or methods of incineration is not feasible, as it would require extensive modification to the current incinerator facility. As a new Incinerator facility is being planned, such modification is unacceptable. Furthermore, any changes to the way waste is incinerated at the facility would require a change to the EA permit, necessitating extended down-time whilst being assessed.
