Description

This tender will be jointly awarded by the National Museums of the Army, Royal Air Force and Royal Navy, the latter is leading this tender process.

The overall objective is to select a Supplier that gives high confidence of delivering the expected benefits to be derived from the Services on time, on budget and to the required quality.  The National Museums requires suppliers that are partners to their businesses by adding strategic value and giving assurance in delivering the agreed outcomes in support of the National Museums' strategies.

The successful Supplier is required to deliver a comprehensive risk-based internal audit service to each of the National Museums that meets the Public Sector Internal Audit Standards, delivering an objective, independent appraisal of activities, including the governance structure and all levels of management.

The Supplier will be expected to:
Work with the Service Leads and Audit Committees to develop rolling three-year risk-based internal audit strategies and plans which outline the programme of work for each National Museum.  This must be flexible to reflect business risks and respond to key external and internal influences. 

The internal audit plans will include an evaluation of the arrangements in place to:
• Establish and monitor the achievement of organisational objectives;
• Identify, test and evaluate key systems and controls ensuring they are relevant, appropriate and effective;
• Identify, assess and manage risks;
• Assess compliance with policies, laws and regulations;
• Ascertain the integrity and reliability of financial and other information provided to the management and stakeholders; and
• Ascertain that systems of control are laid down and operate to promote the economic, efficient and effective use of resources and to safeguard assets.

ISO 9001 & 55001 Audit & Certification

EXTERNAL AUDITS FOR DEPARTMENTAL ISO STANDARDS (ISO9001 Quality Management and ISO 55001 Asset Management (Highways E&T) The Audit programme is for the period beginning 1st August 2025. We are looking for an initial 2 year contract plus the option to extend for up to a further 3 years. There is possibility that certification to ISO 55001 may not be required after 2025, however this decision is subject to the councils internal processes and cannot be determined currently. Description The Council or seeking a supplier to run an agreed certification programme for a 3 year period. A three year programme of external audits that ensure a sufficient sample of activities are audited, to be provided by a supplier with experience specifically held in auditing highways assets. The supplier should hold the appropriate UKAS or equivalent accreditation. The Environment and Transport department (E&T) of Leicestershire County Council (LCC) has two ISO Standards with 3-year certification - ISO9001 Quality Management and ISO55001 Asset Management. The scope for both standards are currently aligned together and are audited 2-3 times a year. They cover the Policies, Planning & Programming of asset maintenance & new works and the Operational Delivery of such works for Leicestershire Highways Assets (Carriageways, Footways, Structures, Street Lights, Signals, Drainage etc). Scope & Responsibilities The supplier will provide an external audit and certification programme for ISO 9001 and 55001, providing assurance that the service area is following and adhering to our own policies and procedures. This will be for our base at County Hall, Glenfield and our depots as required. The Environment &Transport Department will provide an internal audit programme, auditing our own assets and activities on those assets. We will also work with the successful certification company to support, organise and facilitate the external audits. To provide a proportionate external audit programme sufficient for the number of staff in scope. To ensure the programme of audits covers the services and sites in scope as well as reflecting the seasonality of the services we provide.
