As part of its strategic plan, Homes England aims to build a housing and regeneration sector that works for everyone, which includes supporting completions by Small and Medium Enterprise (SME) housebuilders, defined as single-entity companies (not owned by anyone else) with output of less than 2,000 homes per year, to drive diversification in the market. Homes England undertakes a range of interventions to support housebuilding by SME housebuilders, e.g. through the Levelling Up Home Building Fund (LUHBF) and land disposals. But the SME housebuilder and regeneration sector is not homogenous, with substantial variation in firm size, building method, product range/market focus and location, amongst other factors. As a result, the broad challenges that SME housebuilders face as a group will not be felt consistently across the sector and may depend on where a particular SME housebuilder is located, what its housing product type is, its scale and method of construction, among other factors. This research will undertake a detailed analysis of the landscape of SME housebuilders in England to evidence which elements of the sector e.g. types of SME housebuilders, sites/geographies, tend to face particular types of challenges in building houses, in order to offer insights and recommendations as to how the Agency can tailor its support to different parts of the sector and build the case for intervention, maximising additionality and impact.
