Description

Tourism Northern Ireland (TNI) is responsible for the development of tourism and the marketing of Northern Ireland as a tourist destination to domestic tourists, from within Northern Ireland, and to visitors from the Republic of Ireland. Underpinning Tourism NI’s key priorities is a Transformation Programme, including an organisation restructure and the ongoing development of a secure, cloud-based IT infrastructure. Tourism NI wish to procure a contract for the support, maintenance, licencing and development of our current corporate and industry website, tourismni.com. The website requires to operate on Optimizely (previously Episerver) Content Management System (CMS) and requires full integration with Microsoft Dynamics Customer Relationship Management (CRM) System and software applications to deliver the functionality as detailed in this specification. TNI would like to procure a platform-as-a-service with out of the box functionality that only requires implementation and training to empower Tourism NI staff to utilise this functionality. The initial contract period is for 3 years with 1 further optional extension period of up to 2 years. As part of our programme of change, Tai Tarian is seeking to award a Contract to a Supplier for the Provision and Implementation of an Integrated HR, Payroll and Finance System, to improve our colleague experience. The scope of this Contract comprises of the implementation of an integrated HR, Payroll and Finance solution that provides a platform that streamlines people management, payroll processing and financial operations into a single seamless system providing a cohesive user experience. The solution must be cloud-based, scalable, secure, and compliant with UK regulations, including GDPR requirements. It must support automation, enable efficient data management, and provide robust reporting and analytics capabilities. The successful Supplier must demonstrate a strong commitment to delivering a high-quality user interface and user experience. The solution should be intuitive, accessible, and designed with the end user in mind. A detailed Specification of the requirements is provided in Appendix 1 (Functional and Non-functional Specification of Requirements) and Tenderers must complete Appendix 2 (Price Framework) to confirm the whole-life costs to deliver all the requirements of the Contract. The key deliverables of the Contract are: - A robust product development roadmap demonstrating futureproofing and scalability for at least a 5-10 year horizon. - A strong commitment to delivering a high-quality user interface and user experience. The solution should be intuitive, accessible, and designed with the end user in mind. - Improved operational efficiency providing a demonstrable return on investment. - Enhanced employee experience. - Real-time financial visibility. - Mobile and self-service portals/apps. - Real-time dashboards and analytics (e.g. financial performance reports, workforce and payroll dashboards, KPI tracking etc.). - Implementation, Design, configuration, and deployment of HR, Payroll, and Finance modules, including employee lifecycle management, payroll processing, general ledger and purchase ledger features and financial transaction management. - Environment management. - Testing: Test strategy and planning, System Integration Testing (SIT), Functional Acceptance Testing (FAT) and bug fixing throughout (UAT). - Data migration through a Data Warehouse to target solution, API integrations and compliance with UK statutory requirements (e.g., HMRC, pensions, financial reporting). - Training and Documentation: user manuals and quick reference guides, technical documentation for support teams, training materials and delivery and knowledge transfer to internal teams. - Cutover planning and change management support, acceptance into service and post-implementation support including user documentation and helpdesk services. - Licences to use the proposed system. BT225 - Grants Management System

Westminster City Council (WCC) has invested heavily in the Voluntary and Community Sector (VCS) through grants alone. We have committed in our Voluntary and Community Sector Investment Strategy (2023-2028) to investing in capacity building for the VCS, improving the way we measure impact and investing in processes and systems to ensure we have clear, consistent, and accessible council processes. In support of this work, we are commissioning a grants management platform for a 3-year pilot (a 2-year contract with 1-year optional extension) to assess whether the management platform supports the Council with the following key objectives: • To improve the experience for grant applicants, ensuring there is a consistent approach for all grant streams, and that they don’t have to re-input the same information multiple times when applying for grants. • To provide a tool for grant managers to manage the end-to-end grant application, award and monitoring process - moving away from a reliance on Microsoft Applications (such as Word, Forms, Outlook and Excel) to streamline the process to be more efficient with less room for human error. • To improve consistency across Council in the way grants are managed, including through an option to use consistent application and monitoring templates where appropriate.
