Description

Further feasibility work should provide the following information in report form. The work should be informed by the initial pre-feasibility report, 'Pre-Feasibility Assessment of the Potential for the Development of Constructed Wetlands' dated 03/05/2023. The report should provide the confidence to proceed to 'design and build' phases or the rationale for not proceeding with wetland implementation.
Full feasibility Specification
The key deliverable for this contract will be:
I.	Build on the 'pre-feasibility reduction figures' through identification of the possible range, ie minimum and maximum, for nutrient reduction capacity of the site, via wetland creation, for Nitrogen and Phosphorus using:
a.	Transfer abstraction of water from the relevant watercourse and;
with generated reductions calculated using:
i.	One of the following methods with a supporting narrative
-	P-k-C* model
-	k-C* model
-	regression equation
ii.	Details of potential Flow
-	Flows of water from the relevant source
-	Inflow of other water sources
-	Variability of flow with time
iii.	Details of Concentration within Flow
-	Nitrogen and Phosphorus loads within all water sources considered
-	Variability of the quality with time
iv.	Refinement should enhance reduction calculations by ensuring the most relevant/localised data is used. Including:
-	A water balance calculation
-	Estimated sediment accumulation rates

2.	Clarification of design objectives in terms of the site's capacity to generate nutrient reductions for N and P in the context of:

-	Define the potential biodiversity impacts of:
o	potential loss of ditch/stream (where relevant)
o	water impoundment/abstraction
o	water temperature impacts through wetland transfer

-	Carry out soil substrate investigations to determine:
o	potential for groundwater interaction
o	the extent of clay onsite
o	whether the wetland requires a clay or artificial liner
o	if soil nutrient levels pose a risk of 'treatment liability' in terms of nutrient leaching

-	Development of a monitoring and baselining strategy, including:
o	identification of suitable monitoring points at in-flow and potential out-flows
o	flow and nutrient concentration monitoring

-	Ranged cost estimates of:
o	implementation and construction
o	performance monitoring to equilibrium
o	annual wetland maintenance

-	Carry out a desk-based assessment to identify any risks that may impact design or construction of the wetland from:
o	archaeological areas on-site
o	utilities on-site

-	Define the potential impacts of 'urban runoff' on wetland effectiveness (where relevant) including but not limited to:
o	contaminate collection and discharge risk
o	contaminate effect on biological processes on wetland plants

DESCRIPTION CONTINUES IN ADDITIONAL TEXT SECTION

Additional information: 3.	Feasibility Assessment including constraints and options assessment covering:
-	Topography
-	On-site Soil & Water sampling and analysis
-	Geology & Hydrogeology
-	Groundwater protection,
-	Hydrology & drainage
-	Flood risk
-	Protected sites & species
-	Land use, Historic landfill & Contaminated Land
-	Estimated costs of potential wetland design, construction, monitoring and maintenance

The above should be influenced by the provided 'site pre-feasibility' report and be undertaken within scope of the 'Wetland Mitigation Framework'

Purpose of this Contract
To support the Nutrient Neutrality project's habitat delivery enabling Natural England, landowners and other interested parties to understand constraints and likely costs of progression towards the design and build phase of schemes.

ID 6221637 - AFBI – Supply, Delivery, Software Support and Warranty of Integrated Freshwater Data Buoys and Monitoring Hardware

AFBI requires the supply and delivery of 5 data buoys with associated sensor packages, and 7 stand-alone Temperature and Dissolved Oxygen Loggers. Both the integrated data buoys and the temperature DO loggers will require appropriate software and technical support for an initial contract period of three years as a minimum. This contract will be divided into 2 separate Lots for the provision of the Data Buoys and the Loggers, as detailed below. Please note that ALL instrumentation supplied under Lot 1 must be able to operate (maintain autonomous power) for minimum of three months and reliably telemeter data from any location in Lough Neagh (Note; GSM network cover is poor in many areas of Lough Neagh). Lot 1 – Supply, Delivery, Support and Maintenance of 5 Data Buoys and Associated Instruments, comprising of Part A - Two (2) Fully Instrumented Data Buoys with a comprehensive sensor package. Part A will be purchased upon Contract Award, delivery of Part A to AFBI’s Fisheries and Aquatic Ecosystems Branch, Newforge Lane, Belfast, BT9 5PX must be completed by 31/03/26. Part B - Three (3) Basic Instrumented Data Buoys, without plankton and nutrient sensors It is anticipated that Part B will be ordered during the 2026/2027 Financial Year Lot 2 – Supply, Delivery and Software Support of Seven (7) stand-alone Temperature and Dissolved Oxygen (DO) Loggers Lot 2 will be purchased on Contract Award, delivery to AFBI’s Fisheries and Aquatic Ecosystems Branch, Newforge Lane, Belfast, BT9 5PX must be completed by 31/03/26 Suppliers are permitted to tender for either or both Lots. Both Lots will be evaluated and awarded separately. Suppliers must provide all instruments and meet all requirements as listed in the detailed requirements of this Specification document for the Lot(s) they are awarded, for the duration of the contract period. Marine Pollution Response and Resilience in the Maldives; Hazardous and Noxious Substance (HNS) Management Training (FCDO)

This contract is focused on the delivery of accredited Hazardous and Noxious Substance (HNS) training. The training course needs to be run twice, both times in central command (Male, the Maldives) The project is linked under the Indian Ocean Directorate of the Foreign and Commonwealth Development Office (FCDO). Hazardous and Noxious Substances (HNS) are an emerging threat to the environment and coastal communities of the Maldives; with the expansion of shipping routes and more extreme weather events, risks exist which can cause significant impacts and damage to the environment and the livelihoods of the coastal communities who rely on it. Maldives are particularly at risk of such impacts due to their disparate geography, limited response resources and reliance on their marine environment for income such as tourism and food security. We are looking to initiate procurement and delivery of targeted HNS training in early 2026 for key Maldivian stakeholders including coastguard and environment authorities. This training should build on and be made bespoke to the wider HNS and oil National Contingency Plan by linking to the new policy documents and using the training as an opportunity to test and where possible improve them. This initiative will strengthen national preparedness and technical capacity to respond effectively to HNS incidents, reducing the risk of long-term environmental degradation and safeguarding coastal livelihoods. By embedding practical skills within the framework of the updated National Contingency Plan, the training will ensure that policy commitments translate into operational readiness.
