EEM0075 - Lifts and Mobility Lift Solutions Framework

This is a Planned Procurement Notice as Efficiency East Midlands (EEM) are conducting a tender exercise in October 2025 to procure a Lifts and Mobility Lift Solutions Framework to replace our existing Frameworks (EEM0075 Lift Installation, Refurbishment, Servicing and Maintenance Works Framework and EEM0050 Stairlifts, Hoists and Disabled Adaptations Framework) which will expire on 18th April 2026. EEM are looking to run a procurement exercise to establish a Framework of Contractors to undertake Lifts and Mobility Lift Solutions, the Framework will be split into the following Lots: • Lot 1 - Lift Installation and Refurbishment • Lot 2 - Lift Maintenance and Servicing • Lot 3 - Mobility Lift Solutions Lot 1 The Scope for Lot 1 has been put together to ensure our members can call upon to select a suitable qualified and experienced Contractors to undertake the safe and compliant installation of new bespoke through floor lifts solutions or refurbishment and modernisation works to existing lifts. Modernisation and refurbishment works may comprise of partial or full modernisation works, lift car refurbishment or upgrading works to meet the latest DDA standards and current safety regulations standards. Refurbishment works maybe solely for the purpose of enhancing lift reliability and performance whilst reducing running costs and maximising energy efficiency. There are no guarantees with regards to values and volume of works to be let through this Framework. The typical types of lifts covered under this Framework will be low and high rise. Please note this Framework Lot 1 is solely for Installation, Modernisation works to through floors Lifts and does not cover lift consultancy works. EEM have an alternative route for consultancy services. Lot 2 The Scope for Lot 2 has been put together to ensure our members can call upon to select a suitable qualified and experienced Contractors to undertake the safe and compliant Maintenance & Servicing of all types of existing through floor lift solutions. The Framework servicing and maintenance programme will provide assurance to members with existing equipment life expectancy through regular preventative maintenance to enhancing lift reliability and performance whilst reducing running costs and maximising energy efficiency. The Member will work with the Lift Contractor to agree a schedule for which lift components to be retained, modified, or replaced with new equipment from inspections. Lot 3 The Scope for Lot 3 has been put together to ensure our members can call upon to select a suitable qualified and experienced Contractors to undertake the safe and compliant Mobility Solutions such as supply and installation of Stairlifts, hoists and disabled adaptations. Stairlift installations and servicing will cover a varied scope of stairlifts in different heights, seat widths and to suit curved and straight staircases and a range of budgets. The typical types of works to be covered by this Framework are detailed below; • Service and maintenance of stair-lifts • Service and maintenance of ceiling track hoists • Service and maintenance of disabled access platform and step lifts • Repairs or replacement parts service • Removal of and where required disposal of, redundant stair-lifts and hoist equipment • Re-siting of existing equipment which is no longer under manufactures warranty. • Supply and installation of new stairlifts, internal and external. • Supply and installation of new ceiling track hoists • Supply and installation of through floor lifts • Supply and installation of internal and external step lifts and platform lifts • Refitting of reconditioned equipment • Associated Surveys and Drawings Installation of commercial and domestic disabled lifts will be covered via this Framework. Vessel First Fill - Oban

Requirements NLB have a requirement for a supplier to manage the purchase of various items for our new vessel currently being built in Spain. The Vessel First Fill Spreadsheet provides a full list of all required items; one key aspect is the quality of the products that are offered. NLB are looking for a successful supplier to manage the complete process from the purchase of all items to the management of the delivery to NLB Oban. Please note that NLB are looking for high quality products from known manufacturers. As per the evaluation criteria the higher weighting is on quality over price. On the excel pricing document items have been marked up with makes/models/brand and specific information to provide guidance on the required standard of quality of products. Where an equivalent item is being quoted, this should be highlighted within the comments section of the vessel first fill spreadsheet within your quotation reply detailing the full specification and product code being offered. Regulations and Standards All items are for use in a UK registered vessel. Where applicable these items must meet IMO and MCA rules in regulations. Examples being all safety equipment and all upholstered furniture, bedding to meet the UK Marine Equipment Regulations (MER) and flame retardant. For reference: MSN 1874 The lifting gear will all have to comply with the Merchant Shipping and Fishing Vessels (Lifting Operations and Lifting Equipment) Regulations 1998 (with 2006 amendments) (LOLER) All standards as detailed within the links to suggested products on the vessel first fill spreadsheet. For example, to meet BS EN Codes of practice All batteries for example AA, AAA must have Nordic Ecolabel Standard. Delivery All items to be delivered to the given destination on w/c 3 November 2025. If any item cannot be delivered within this time, then there should be a delivery date submitted for these items. All transportation fees and other costs are to be included in your submission.
