ARK Group DMCC (hereinafter referred to as "ARK") is seeking to enter into a Long-Term Agreement (LTA) with hotel vendors for the provision of accommodation services outside Beirut in Jbeil/Fidar area as detailed in the Statement of Work (SOW) at Annex 1. This ITB may result in award of a single or multiple Long-Term Agreements for one or more qualified service providers. 

ARK is a stabilisation and development company committed to empowering local communities and beneficiaries in conflict, post-conflict, and fragile areas through the provision of evidence-based programmatic interventions, policy  recommendations,  research  and  capacity-building.  Working  with  local  communities,  ARK  seeks  to understand and  then mitigate  the negative effects of conflict  and instability, enhancing social cohesion  and resilience whist promoting human security, development and economic opportunity. ARK is registered in the United Arab Emirates, with project offices in Lebanon, Jordan and the UK. The services under this ITB are required for the Beirut branch office.  

Instructions for Submitting Proposals 
a. This ITB consists of the following documents:
- This ITB with submission instructions and evaluation criteria
- Annex 1: Statement of Work
- Annex 2: Proposal Declaration Form

b. Proposals shall be submitted in two separate emails to [email protected] one for technical submission and the other for price submission adhering to the following instructions:

1. The first email shall be marked "[Your Company Name] - ITB-LTA-22-ARKLB0052 Technical Proposal" and contain the below:  
- Proposal Declaration Form
- A copy of your company registration document(s)
- Technical Proposal
2.The second email shall be marked "[Your Company Name] - ITB-LTA-22-ARKLB0052 Price Proposal" and include your Price Proposal only. The technical proposal must not make reference to cost or pricing information at any point. This will ensure that technical evaluation is made strictly on the basis of technical merit.

Failure to agree and comply with any of the above specifications may result in the proposal being rejected.

c. Proposals must be received by ARK no later than 16 October 2022, 18:00 (Local - Beirut, Lebanon). Any proposal received after this date and time will be rejected.

d. Requests for clarification should be sent via email to [email protected]. Clarification questions may be sent until 5 October 2022. The ITB number should be quoted in all correspondence. Any written reply to a particular question may be shared with all other bidders who have expressed an interest. If you wish to receive answers to clarification questions sent by other bidders, please send an expression of interest to [email protected] by 5 October 2022. An expression of interest is encouraged but is not a requirement to participate in the ITB.

Temporary Accommodation - Light Touch Pseudo DPS

Portsmouth City Council ('the Council') is inviting requests from suitably qualified suppliers to be admitted to a pseudo-dynamic purchasing system (DPS) arrangement to provide temporary accommodation services, ordinarily in Portsmouth but also in the surrounding area. Temporary Accommodation supports those at-risk of homelessness by providing short-term accommodation while a longer-term placement is found. COMMENCEMENT & DURATION Any placements made under this DPS will be made from the 10th March 2025 onwards. The maximum duration of the DPS is approx. 4 years. The DPS arrangements will expire on 23rd February 2029 12:00 and no new placements will be made via the DPS beyond this date, although placements made before this deadline may continue. VALUE The Council cannot guarantee or commit to spend year on year and is actively progressing initiatives to reduce spend, including sourcing properties for direct use. In 2023 the total amount spent on Temporary Accommodation providers was in excess of £5,000,000. Over the next 4 years, anticipated spend via this DPS may be in the region of £20,000,000. APPLICATION PROCESS The Council cannot commit to making temporary accommodation placements solely via the DPS arrangements, however it is the Council's intent to use the DPS as its primary sourcing route in the future. Suppliers currently providing temporary accommodation services to the Council are therefore strongly encouraged to apply to join the DPS. Suppliers may submit applications for admission to the DPS from 21st February 2025. Applications for admission to the DPS will close on 22nd December 2028. Suppliers should note the following documentation must be returned via the council's e-sourcing solution In-tend in order to be admitted to the DPS, subject to meeting all stated minimum requirements: - A fully completed Supplier Requirements Questionnaire (SRQ) document - Self certification that evidence of held insurances and other documentation / policies can be provided, as requested in the SRQ document Self-certifications required as part of completing the SRQ will be followed up on in order to ensure compliance by Council officers within 30 days of admission to the DPS. Applications will be checked on a fortnightly basis, with onboarding aimed to be completed for applicants who meet all stated minimum requirements within 30 days of receipts of the application. The Council reserves the right to check applications and onboard suppliers on shorter timescales where resource allows and / or requirements demand this. ADMINISTRATION The Council will administrate the DPS using its e-sourcing system In-tend. Nightly Paid Temporary Accommodation in Buckinghamshire

The Council has a duty under Part 7 of the Housing Act 1996 to provide homelessness advice and assistance. This includes a statutory duty to secure Temporary Accommodation (TA) for persons who are homeless and are deemed to be priority need (based on the priority need categories set down in the Act and associated Code of Guidance). It meets this duty through a combination of designated substantive TA (directly owned by the Council or a Registered Provider) or accommodation secured from a third-party provider at a nightly rate as and when required (often referred to a B&B accommodation). The council is seeking temporary nighttime accommodation within the Buckinghamshire area, both self-contained (kitchen, bathroom facilities within the property) and shared accommodation. Evidence of Health and Safety Compliance and appropriate safety certificates i.e. EPC, Gas and Electrical safety certificates will be required for each property and inspections will be carried out by the Council's Environmental Health Officers prior to any TA being used by the Council.
